It's advised that these companies use non-Chinese Mainland entities for the registration and verification process. No filing or annual review is required for non-Chinese Mainland Mini Program accounts.
Weixin Mini Programs are fully open to overseas entities such as enterprises, individual businesses, governments, schools, and other organizations in over 200 countries and regions.
1 Quick registration using Official Accounts
If a non-Chinese Mainland merchant has a verified Official Account and wants to register a Mini Program of the same entity, it is recommended to use the "Quick Registration using Official Accounts" feature. This allows the merchant to quickly create a Mini Program linked to the Official Account without resubmitting verification materials or paying the verification fee. Each Official Account can register up to 5 Mini Programs per month.
The steps of quick registration using Official Accounts are as follows:
1) Go to Weixin Official Accounts Platform, scan the QR code to log in, select the "Mini Program Management" page, and click "Add". In the pop-up window, select "Quick Registration and Verification".
2) Read and agree to the "Quick Mini Program Creation Instructions" agreement.
3) The admin confirms the creation of the Mini Program by scanning the QR code with Weixin.
4) Select the information to reuse for quick creation. Reusable information includes entity information, operator information, and Weixin verification information. Select the information as needed.
a) Entity qualification: The option is selected by default. The OA entity information is reused as the entity information of the Mini Program
b) Operator information: You can choose whether to check it or not. If checked, the operator information will be reused as the administrator information for the Mini Program. If not, an administrator is required to be bound when logging into the Mini Program later.
c) Weixin Verification qualification: It is selected by default. The OA verification qualifications are reused to complete the Mini Program verification at no cost without submitting verification documents.
5) Enter the Mini Program account information. Please use an email that is not registered with Weixin Official Accounts Platform or Weixin Open Platform and is not linked to any personal Weixin account. The email will be used as the Mini Program account.
6) Click the activation URL in the confirmation email sent to the email address to activate the account.
7) Once registration is complete, you can log in to the Mini Program on Weixin Official Accounts Platform using the email account and password. The Mini Program created through the above registration process does not require further verification. The account you get includes a unique email and password and has the same features and permissions as those registered through the standard online registration process.
8) If the OA verification qualifications are not reused, you need to go through the Mini Program verification process later. Refer to Section Verification process for details on the Mini Program verification process for overseas entities.

2 Online registration and verification
If no official account is available for quick registration of a Mini Program, non-Chinese Mainland merchants can also complete the registration and verification process online.
2.1 Registration process
1) Go to Weixin Mini Program registration portal or Weixin Mini Programs Registration and click "Register".
2) Enter an email address to create an account. Please use an email that is not registered with Weixin Official Accounts Platform or Weixin Open Platform and is not linked to any personal Weixin account.
3) Click the activation URL in the confirmation email sent to the email address to activate the account.
4) After activation, register the entity information.
a) Select the country/region where the company is registered as the registration location.
b) Enter the entity information, including the company name and registration number.
Note: The entity information must exactly match the name on the company registration certificate or the commercial registration certificate issued by the local government.
c) Provide the admin information, including the name, phone number, and ID number. Use the admin's personal Weixin account to scan and bind the Mini Program, making them the verified admin.
Note: Any login, confirmation, or other actions by the admin will be considered actions of this account. Use the account legally and carefully, and don't share personal information with others for registration. The account holder is responsible for any legal issues caused by inappropriate comments or fraudulent activities.
5) After confirming the entity information is correct, click to complete the registration. After registration, the Mini Program account will be assigned with an appid. The admin can log in to Weixin Official Accounts Platform by scanning with their Weixin account to view it.

2.2 Verification process
After completing the registration process for their Mini Program, non-Chinese Mainland entities must complete the Weixin verification process within 45 days. Once they submit the verification application, a third-party review agency will verify the account's authenticity for the Weixin Mini Program platform. The Mini Program can only go live after passing this verification.
No filing or annual review is required for non-Chinese Mainland Mini Program accounts; a one-time Weixin verification is sufficient.
Please prepare the necessary materials for Weixin verification in advance to expedite the verification process:
Company documents
1) Please select qualifications based on the organization category. The qualification documents should be duplicate photos, scanned copies or photocopies of the originals in such format as .jpg, .jpeg, .bmp, .gif, and .png, not exceeding 5MB in size. Examples of entity documents include:
a) For enterprises: Enterprise Registration Certificate or Business License
Examples of common entity certificates in major overseas regions/countries
b) For individual businesses: Individual Business Registration Certificate
c) For government authorities: Documents about the establishment and operation of governmental organizations, legal regulations or written official letter issued by the government (with official seal)
d) For schools: Documents about the establishment and educational qualifications of schools
e) For other organizations: Documents about the establishment and operation of associations/organizations
2) Verification Application Form
a) Format requirements: An original photo or scanned copy is needed. It should be in .jpg, .jpeg, .bmp, .gif, or .png format, and the size must not exceed 5MB.
b) If verification is required again and the entity name in the application letter submitted successfully in the previous qualification review has not changed, you may be exempt from submitting a new application letter. The final review result is subject to the decision of the third-party agency.

3) Operation authorization letter
a) Format requirements: An original photo or scanned copy is needed. It should be in .jpg, .jpeg, .bmp, .gif, or .png format, and the size must not exceed 5MB.

4) If a company wants to name the Mini Program with a trademark, the trademark registration certificate or trademark authorization certificate is required.
a) Format requirements: An original photo, scanned copy, or photocopy with a company seal is needed. It should be in .jpg, .jpeg, .bmp, .gif, or .png format, and the size must not exceed 5MB.
b) If the verification entity is not the trademark holder on the trademark registration certificate, the trademark authorization certificate is required. You may upload up to 5 trademark authorization certificates.
Verification contact documents
1) A colored scanned copy of the contact's ID card
a) Format requirements: A photo or scan of the page containing the contact's name. Supported formats include .jpg, .jpeg, .bmp, .gif, .png, with a size limit of 5MB.
b) Supported document types: ID card, passport, driver's license, Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents, etc.
2) Contact's mobile phone statement
a) If the contact’s mobile phone bill is not available, please upload the entity's office phone bill (with official seal), or bank statements, or the contact's proof of current employment (badge/company domain email);
b) The mobile phone statement should include the contact's name, phone number, and payment records for the last three months.
c) The bank statement (including debit and credit cards) should include the contact's name and transaction records for the last three months.
d) The company phone statement should include the company name, phone number, and payment records for the last three months.
Note: The verification contact is only for verification and should be the person doing it. After verification, this contact won't become an admin. To change the admin, update the personnel settings.
Verification steps:
1) The admin scans the QR code to log in to Weixin Official Accounts Platform and then clicks "Verify" on the sidebar under "Features" -> "Weixin Verification".
2) Sign the Weixin Official Accounts Platform Verification Service Agreement.
3) Fill in qualification information and contact information, and upload relevant documents.
Note: Non-Chinese Mainland Mini Programs cannot be verified via small amount transfers.
4) If the Mini Program has published code, the name must be confirmed during verification.
5) Enter the invoice information. If you choose not to issue an invoice now, you can request one later by contacting customer service.
6) Follow the on-screen instructions to pay the review service fee by Weixin Pay or a bank card (such as Visa and MasterCard);
Note: The Weixin verification service fee is a one-time payment for the review service provided by Tencent. Each application requires payment according to the rates outlined in the Weixin Official Accounts Platform Verification Service Agreement. This fee is not dependent on whether the verification is successful and is not influenced by the result or status of the verification.
7) After payment, a review agency will be assigned to review your documents and the user will be notified the name and contact information of the review agency. The review will be completed within 7-15 business days after the user submits the complete information and pays the verification fee.
How to view verification status and results:
1) Admins can log in to Weixin Official Accounts Platform by scanning a QR code and view the progress under "Settings"-> "Weixin Verification" -> "View".
2) Call the third-party review company's customer service to inquire about the review progress.
