有可能是因为一些代理软件， 在系统注册表中设置了一些代理设置
这里尝试将注册表中的代理相关参数删除，然后注销重新登录系统，看是不是可以解决
检查注册表中的下面路径
HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Internet Settings
将 Proxy 开头的项都删除掉
删除成功后，一定要注销或者重启电脑
牛皮，2024年了这个问题还没有解决
遇到这个问题，我是采用以下几招来解决的：
1，（必须）如果确实不用代理的话，请点击启动界面的右上角设置，不使用任何代理
2，（必须）以电脑管家里面的网络工具，修复一下网络，保证网络本身无问题
3，（必须）一定要以管理员身份打开cmd.exe, 然后执行netsh winsock reset之后重启
4，（试试）从控制面板进去，点击网络重置（感觉不起效果！）
这个问题可能是“微信开发者工具”依赖什么通信相关的公共东西。后来偶然发现装了Wireshark后，一切就OK了。
2021年都快结束了都没解决，微信牛皮。看来压根就没有好好测试windows
