Weixin Mini Program Platform Operation Rules
## I. Principles and Explanations The core value of Weixin is connection. Weixin offers a one-to-one, one-to-many, and many-to-many network that builds bridges between people and people, people and smart devices, people and social entertainment, and people and hardware. Additionally, Weixin interlinks services, information, and business all in one ecosystem.

​We, the WeChat Team, continuously strive to build Weixin into a powerful and comprehensive service tool. We leveraged our platform to launch Weixin Mini Programs, a product designed to allow developers to build and offer specialized services and features within Weixin. Furthermore, with Weixin's open capabilities, we have been helping businesses and service providers create their own brands and bringing business opportunities to the entire WeChat-related industry chain by not only offering basic access capability, an operating environment and an institutional framework for Weixin Mini Programs, but also leaving them room for creativity.

​Weixin Mini Program developers (hereafter also referred to as "You") should carefully read the Weixin Mini Programs Access Guide, Weixin Mini Programs Design Rules, and Weixin Mini Programs Development Guide before developing a Mini Program. Additionally, if you want to develop a game-type Mini Program, we recommend that you carefully read the Weixin Mini Games Access Guide and Weixin Mini Games Development Guide. Furthermore, we have also listed common scenarios in which Mini Programs are rejected. We hope these guides and rules can help you solve any problems encountered in the process of developing and operating Weixin Mini Programs.

​We expect that any Weixin Mini Program you submit follows our long-standing values at WeChat: "Everything is guided by user value," "Let innovation create value," "Good products let users use and go," and "Commercialization should be imperceptible." Developed under the condition that users' practical needs are satisfied and their interests are secure, Mini Programs provide features and services to the huge Weixin user population that bring high-quality services of lasting value. With the above principles in mind, we look forward to your submission of Weixin Mini Programs.

# II. Operation Rules

You must read and comply with the Weixin Mini Program Platform Terms of Service and Tencent's regulations specific to Mini Programs before using the platform services. These Operation Rules, instead of an attempt to amend or alter the above agreements and regulations, is a further explanation to them so that you can grasp their meaning, observe the stipulations, and operate your Mini Program smoothly. If we believe that your Mini Program has either violated our terms of service, platform rules, or applicable law, or has caused a negative impact on the Weixin Official Accounts Platform or the Weixin Open Platform, we have the right to take action against your Mini Program, such as restricting its access to the platform services, suspending it, requesting the deletion of data, or terminating the agreements.

# 1. Rules for Registration and Submission

1.1 You should provide users with valid contact information such as your URL or email address.

1.2 You should provide the platform with an authentic and valid admin Weixin ID with which the platform can reach you.

1.3 Any Weixin Mini Program you submit shall not be linked with the websites, apps, products, or services which you do not have full legal rights or permissions to use.

1.4 To ensure the security and stability of the platform that users can access safely, we may require that you upload appropriate documents or make certain additions or adjustments to your Mini Program when you submit or operate the Mini Program. Be sure to provide such assistance based on our requirements or your submission may be rejected.

1.5 Bulk registration and repeated submission of numerous similar Weixin Mini Programs are prohibited.

1.6 The repeated submission of multiple similar or highly homogenous Mini Programs is prohibited.

# 2. Rules for Basic Information

The name, logo, and brief description of a Weixin Mini Program constitutes its account's basic information, which shall accurately describe its features and content, help users easily understand it, and be consistent with users' expectations of its features and services. Basic information shall not mislead or confuse users as to the range of the features or services offered by a Mini Program.

2.1 Basic information of Weixin Mini Program accounts: The name, logo and brief description of a Mini Program shall be interrelated to avoid user confusion over the range of features or services offered by this Mini Program.

2.2 The basic information of Weixin Mini Program accounts shall not contain politically sensitive issues, lewd content, gory violence, terror-related content, or anything violating national laws and regulations.

2.3 The basic information of Weixin Mini Program accounts shall not contain commercial advertising dictions, names of popular Official Accounts or Mini Programs, popular app names, internet slang, expressions explicitly banned by advertising laws such as "national-level" and "top-level", watermarks, or other content irrelevant to the features and content incorporated in the Mini Programs.
For example, in such names as Free Buffet, Rock-bottom Deals on Women's Clothing, and Clearance Sale of Designer Bags, the commercial terms "free", "rock-bottom", and "clearance" should be deleted and changed to those that combine brands and product/feature descriptions.

2.4 The basic information of Weixin Mini Program accounts shall not make unauthorized use of trademarks or brand logos to which third parties enjoy the legal rights to, or other content, information or special superscripts/subscripts similar to these trademarks or brand logos. Developers shall not infringe upon third parties' intellectual property rights or other legal rights (such as the right to portrait, the right to reputation, and the right to privacy).
For example, the unauthorized use of the Weixin brand, specifically, naming your Mini Program as Weixin Assistant, is an infringement.

2.5 Weixin Mini Programs shall not use names identical or similar to those of existing Mini Programs, Official Accounts, or popular apps without a legitimate reason. Developers shall not use general and unidentifiable words in Mini Program names, or pile up top-searched keywords to confront our search system rules.
For example, we recommend a Mini Program named "Shorts & Skirts" be renamed using a combined description of the brand name and the product/feature description.

# 3. Rules for Feature Settings

3.1 The services and content provided by a Weixin Mini Program shall conform to its brief description and no hidden services or content are allowed.

3.2 The core features of Weixin Mini Programs must be showcased on their homepages.

3.3 Weixin Mini Programs provide users with basic feature guidelines, which shall incorporate descriptions of features or relevant screenshots thereof.

3.4 The services provided by your Mini Program shall match the category and tags you choose as well as the services that the Mini Program provides. Additionally, they shall not fall outside the scope of the Mini Program platform's category library. Note that once you opt for game as the category of your Mini Program, you will no longer be able to change it.

3.5 Weixin Mini Programs shall not present features that are monotonous and unglamorous or are to a large extent similar to those offered by other existing Mini Programs.

3.6 It should always be free of charge for users to access Mini Programs and developers shall not impose paywalls on their Mini Programs unless authorized by Tencent.

3.7 Developers shall not incorporate features identical or similar to those offered by the Weixin app unless authorized by Tencent.

3.8 For the Mini Programs that fall into the categories approved by Tencent, the developers who intend to offer customer services may submit applications to gain access to Customer Service sub-merchant service. If the applications are approved, the developers shall ensure the services their Customer Service sub-merchants provide are legal and compliant.

3.9 Without the prior consent of or authorization from Tencent, the access to any Mini Program features shall not be dependent on any other Mini Programs or apps. That is, the access to the features shall not be conditional upon the use of other Mini Programs or apps. Additionally, without the prior consent of or authorization from Tencent, a Mini Program interface shall not display or recommend other Mini Programs or Official Accounts.

3.10 All Weixin Mini Programs shall establish an infringement report mechanism for resolving disputes over rights and interests between users.

3.11 According to the national laws and regulations, and as required by mobile operating systems, app stores or the market, Weixin Mini Programs shall remind users when they access content or services that may not be appropriate for minors or remove the content or services in order to protect minors' physical and mental health as well as to safeguard their legal rights.

3.12 Developers shall not attract users or promote their Mini Programs by building their Mini Program content or features into a mere tool that commercially showcases male or female looks, identity, or certain or comprehensive personal capabilities, such as beauty albums, video collections, or article collections.

# 4. Rules for Entities

4.1 The development and operation of Weixin Mini Programs shall comply with laws, regulations, and standards. We will reject any submission which we reasonably believe is illegal or non-compliant.

4.2 You should submit approvals, records or other qualification certificates as required, otherwise we may reasonably conclude your Weixin MiniProgram violates the law or regulatory requirements. The documents you submit must be genuine, legal, and valid. Tencent will review the release of your Mini Program within the bounds of our authority and the applicable law. If your submissions are found to be forged or falsified, we shall be entitled to reject your Mini Program or take action against it, and retain the right to take legal action against you.

4.3 We will reject any Mini Program that we reasonably believe it involves or assists in unlawful activities.

4.4 We are entitled to reject the Mini Programs which lack the permits and licenses required under applicable law for publishing, promoting or engaging in operation activities.

# 5. Code of Conduct

5.1 Abuse of sharing service

Violations

Developers shall not abuse the sharing feature in the services offered by their Mini Programs. Examples are forcing users to share, and inducing users to share with incentives, either express or implied. Scenarios in which such abuse may occur include without limitation:

  5.1.1 Users cannot proceed to the next step before sharing. For example, they cannot gain the full access to the features or capabilities, or browse or download pictures or videos unless they share links.

  5.1.2 Users are induced to share links to WeChat groups or friends with incentives such as cash rewards, physical prizes and virtual prizes (including Red Packets, coupons, vouchers, points, telephone top-ups, mobile data, and information).

   5.1.2.1 Mini Programs on which players answer questions to win competitions induce them to share links to WeChat groups with incentives such as qualification for challenges, chances to re-answer failed questions, and gold coins.

   5.1.2.2 Users are incentivized to share links to WeChat groups or friends to collect lucky bags or cards which eventually enable collectors to claim designated tangible products for free.

  5.1.3 Users are induced to share links to Moments with incentives such as cash rewards, physical prizes and virtual prizes (including Red Packets, coupons, vouchers, points, telephone top-ups, mobile data, and information).

  5.1.4 Users are incentivized to share external links in customer service messages or Weixin Official Account articles to Moments.

  5.1.5 There are implicit settings to induce users to share, such as using a red dot as a reminder.

  5.1.6 The Mini Programs that run virtual businesses attract new users by incentivizing existing users to share their links.

  5.1.7 When Mini Programs incentivize users to share links, their friends' information and their user privacy will be disclosed to strangers (not Weixin friends), without the users' permission or authorization.

Penalties

Non-compliant Mini Programs will incur cumulative penalties depending on the severity of the violation against the above rules. Their sharing feature will be suspended, or their QR codes shared to Moments will not be recognized, or their accounts will be disabled.

5.2 Churning volume

Violations

Vote buying, fake follower buying or churning is prohibited. The scope of the prohibition includes but is not limited to generating fake votes, followers, or transactions via third-party technologies or tools, and providing tools or services for such fraudulent behavior.

Penalties

Non-compliant Mini Programs will incur penalties depending on the severity of the violation against the above rules. For a severe violation, their accounts will be disabled.

5.3 Online money-making

Violations

The Mini Program assists other entities via programs that imitate human behavior in inducing or independently induces users to participate in money-making activities, forwarding articles, downloading apps or placing orders on order churning platforms. For example, the incentives for users forwarding content include but are not limited to cash rewards, gifts, and points. The incentives are also distributed to the users who are induced to download or use the apps.

Penalties

The account of any Mini Program found in violation of the platform rules will be disabled.

5.4 Use of plug-ins

Violations

Without Tencent's written consent, no Mini Program shall use, introduce, or recommend any plug-ins or other third-party tools, access services, or affiliated systems, for example, selling or promoting cheating program or game cracking software.

Penalties

The accounts of the Mini Programs which only serve as an agency to sell or promote plug-ins and do not incorporate other features will be permanently disabled.

5.5 Infringement of reputation/goodwill /privacy/portraiture rights.

Violations

Violation of the exclusive rights of the name or trademark and business standing by using the name or trademark of a company already registered by another party without permission. Violation of the reputation or portraiture right by using the name or profile photo of another party. Violation of the privacy right of another party by posting and spreading their confidential information.

Penalties

Depending on the severity of the violation, infringing items (including names or profile photos) of non-compliant Mini Programs will be deleted. For a severe violation, non-compliant Mini Programs will be removed from the Mini Program platform.

5.6 Infringement of intellectual property rights

Violations

No developer is allowed to infringe upon other entities' intellectual property rights, such as the rights over the creation of texts, images, videos, audio, or software, by using Tencent's services independently or together with any third parties without Tencent's written consent.

Penalties

Depending on the severity of the violation, infringing items of non-compliant Mini Programs will be deleted, or such Mini Programs will be removed from the Mini Program platform in severe circumstances.

5.7 Non-conformance with category

Violations

The services provided by the Mini Program account do not fall under the scope of the category the developer selected for the Mini Program, or the developer modified or concealed the services to evade or hinder Tencent's review of Mini Program release. For example, a live-streaming Mini Program whose category is not "Social - Live Streaming" is non-compliant.

Penalties

  1. Non-compliant financial Mini Programs will be permanently removed from the platform.

  2. The Mini Programs that do not conform to the high-risk categories (healthcare, social, public welfare, government and civil affairs, bathing service, current affairs information, and cultural recreation- videos) will be given a warning and a three-day period for rectification. Those that fail to meet the compliant requirements after the three-day rectification period will be permanently removed from the platform.

  3. Any other Mini Programs that do not conform to its category will be given a warning and a three-day period for rectification. If they fail to meet the compliant requirements after the rectification period, users can no longer open them by scanning QR code, find them or share their contents.

5.8 Games and quizzes

Violations

No gaming or quizzing Mini Programs are allowed to generate a promotional QR code to be shared to Moments. For example, a quizzing Mini Program that tests how compatible two friends are.

Penalties

Non-compliant Mini Programs will be permanently denied access to the "Open Mini Program via QR code shared to Moments" feature.

5.9 Multi-level marketing

Violations

Mini Programs shall not be a means to facilitate fraudulent multi-level distribution and shall not publish distribution information to incentivized users to add or share them or to directly participate in such multi-level marketing campaigns.

  5.9.1 Accumulate fans from users with the help of graded commissions via e-commerce platforms.

  5.9.2 Establish a multi-level network of agents and encourage the formation of teams by operating a virtual community.

  5.9.3 Attract subordinate agents and gain profits from the hierarchical network via the sale of tangible merchandise.

Penalties

Depending on the severity of the violation, features of non-compliant Mini Programs will be limited, or such Mini Programs will be suspended in severe circumstances. We will reserve the right to reject their entities the access to our services.

5.10 Reciprocal promotions

Violations

Without Tencent's written consent, developers shall not recommend, promote, rank, incorporate an inter-program jump feature into, or add platform services to Mini Programs independently or together with any third parties by virtue of Tencent's services, nor help facilitate these actions.

For example, after opening the Mini Program A, the user is redirected to the Mini Program B directly without authorization or notification.     

Penalties Depending on the severity of the violation, non-compliant Mini Programs will be limited from accessing some features, or their accounts will be disabled.

5.11 Fraud

Violations

Fraud includes but is not limited to fake Red Packets, fake promotional campaigns, false advertising, as well as counterfeiting Tencent's or other entities' services.

Penalties

The account of any Mini Program found in violation of the platform rules will be disabled.

5.12 Collection of users' private information

Violations

The Mini Programs which do not comply with the following requirements will be deemed to be non-compliant:

  5.12.1 The developer shall acquire the consent of the user before collecting their information, and shall truthfully notify the user of the purpose and scope of use.

  5.12.2 The illegal collection or theft of user passwords or other personal data is not permitted.

  5.12.3 You may not require users to share personal information (such as mobile phone number, and birth date) to use the Mini Program's features, or to collect user password or personal information (including without limitation mobile number, ID card number, date of birth, or address) unless required by applicable law or authorized by users.

  5.12.4 Data related to the user should be removed from the Mini Program upon the user's request, unless such data is retained in accordance with law.

  5.12.5 You must immediately delete all user data collected via Weixin and Weixin Mini Programs if you stop using Weixin Mini Programs.

  5.12.6 You are not authorized to disclose users' information, including their Weixin ID, name, QQ number, mobile number, email address, or date of birth to any other Weixin Mini Program users or to any other third parties.

  5.12.7 You are not authorized to use users' information, including their Weixin ID, name, QQ number, mobile number, email address, or date of birth, for any purposes that either they or the WeChat Platform have not authorized.

  5.12.8 You are not authorized to reverse lookup, track, link, mine, or obtain any user's Weixin ID, name, QQ number, mobile number, email address, date of birth, or other information to engage in acts unrelated to Weixin Mini Programs.

  5.12.9 You are not authorized to copy, store, use, or transfer any user data without the user's expressed consent and without the truthful disclosure of applicable information such as how such data is used and the scope of its use.

  5.12.10 Any data received via Weixin should be kept up to date and used to improve Weixin Mini Program user experience.

  5.12.11 You may not add any Weixin Mini Program data into search engines or web directories, or add a search feature into the Weixin Mini Program without approval or authorization from Tencent.

  5.12.12 You may not use any data received by Weixin and Weixin Mini Programs to make any decisions regarding eligibility, including without limitation whether to approve or reject an application or how much interest to be charged on a loan without approval or authorization from Tencent.

  5.12.13 Any data you have received via Weixin and Weixin Mini Programs must only be used in your Weixin Mini Program in the event that the entity operating the Weixin Mini Program is acquired or merged by a third party.

  5.12.14 Without approval from Tencent, you may not collect, store, capture, obtain, or require users to provide data, including without limitation content about Weixin or its service platform, user data, and other data Tencent may deem sensitive (including information such as Weixin accounts, WeChat passwords, QQ numbers, QQ passwords, user relationships, friend lists, and bank account numbers and their passwords), and shall not provide any of the foregoing data, regardless of whether it has been legally obtained, or provide such data to users or customers to create, supplement, or maintain their own relationships.

Penalties

Depending on the severity of the violation, the appropriate APIs of non-compliant Mini Programs will be suspended. Where the circumstances are serious, such Mini Programs will be removed from the platform, or their account will be disabled.

5.13 Virtual payment

Violations

Except for the in-app purchase feature in Andriod for Mini Games, developers who provide virtual products on iOS are not permitted to display the purchase/payment feature, page or button, regardless of whether they are actually available; nor can they direct users to external websites or apps to complete their payment.

  5.13.1 Paying for virtual items.

  5.13.2 Paying to unlock premium services.

  5.13.3 Inducing virtual payment, including without limitation directing the user to another app, Official Account, H5 page, individual account, website, or Android Pay to complete such payment.

  5.13.4 Words that suggest payment or induce payment. For example: "Obtain VIP courses" may suggest to the user that such courses require payment.

Penalties

  1. The "iOS Pay API" feature will be permanently disabled, and the payment feature for the Mini Program on iOS cannot be called.

  2. The "Allow iOS users to search for the Mini Program" feature will be permanently disabled, and users will not be able to search for the Mini Program in the iOS search bar.

  3. The non-compliant Mini Program will be given a warning and a seven-day period for rectification. If it fails to meet the compliant requirements after the rectification period, the "Allow iOS users to open the Mini Program" feature will be permanently disabled and users will not be able to open the Mini Program in iOS.

5.14 Deceptive Practices

Violations

When using a Weixin Mini Program's information, such as name, icon, introduction, description, and features, that does not match its entity's information, you must avoid causing the following deception, misunderstanding, association, or influence to users. For example:

(1) Deception related to Tencent's official features;

(2) Deceiving users into believing that a Mini Program has been developed or is operated by certain government agencies, public institutions, and social organizations (regardless of whether such organizations exist or not).

Penalties

The account of any Mini Program found in violation of the platform rules will be disabled.

5.15 Abuse of API capability

Violations

Weixin Mini Programs must use the various features, APIs, and capabilities provided by Tencent in a lawful, compliant, proper, and good faith manner pursuant to the applicable Weixin Mini Program agreements and guidelines so as to protect the rights and interests of Weixin users and other third parties, and to comply with the requirements and suggestions advocated by Tencent. You may not help others or independently abuse, inappropriately use, or in bad faith use the above features, APIs, and capabilities, including without limitation, using an API, feature, or capacity to assist a third party in the violation of the applicable Weixin Mini Program agreements and guidelines.

  5.15.1 Abuse of callback API for screen capture event

    The user is redirected to another page as soon as they take a screenshot.

  5.15.2 Abuse of template message API

    The Mini Program induces users in bad faith to trigger the operation that distribute templates to users; maliciously harass users or distribute templates that may harass users; and distributes promotion templates for malicious marketing purposes.

Penalties

Depending on the severity of the violation, the Mini Program's non-compliant template will be deleted, its API capability will be suspended, or its account will be disabled.

5.16 Excessive promotion

Violations

Excessive promotion, display, or sharing of harassment information or spam, which harasses users.

Penalties

Depending on the severity of the violation, the non-compliant Mini Program will be denied access to the "Clipboard" feature, its account will be disabled, or it will be removed from the platform.

5.17. Accounts that deliver Red Packets

Violations

  5.17.1 Sharing Red Packet events in Moments.

  5.17.2 Accounts that deliver Red Packets offer the Red Packet Square service.

  5.17.3 If developers of accounts delivering Red Packets have not selected the "Social Red Packets" category and have not applied for new merchant number to operate the account, they should apply for the "Social Red Packets" category and then re-apply for a new merchant number by following the instructions to operate Red Packet service.

Penalties

Non-compliant Mini Programs will be denied access to "Search/Share/QR Code Scanning/Pay" features.

5.18. Content security

Violations

For Mini Programs featuring no systems to filter illegal and improper information, developers should call the content security detection API to verify whether text/image content contains sensitive information, so as to improve information security protection and to reduce the risk of spreading malicious content resulting from malicious use.

Penalties

Depending on the severity of the violation, non-compliant Mini Programs will be denied access to searching and sharing features or removed from the platform.

5.19 Other violations of the platform operation rules

  5.19.1 You may not provide content that may cause Tencent software to be removed, taken offline, terminated, made incompatible, or have any other adverse effects in devices, app stores, markets, and any other application environments or download channels.

  5.19.2 Developers must properly use the services provided by Tencent and may not interfere with or illegitimately use any services that Tencent provides independently or in conjunction with third parties, including without limitation replacing redirected pages and hijacking traffic. Otherwise, Tencent is entitled to restrict the features or disable the account of the concerned Weixin Mini Program, and reserves the right to refuse to provide any services to the Mini Program entity.

  5.19.3 You may not provide any communication, social networking, and content interaction services that are proactively configured to or that induce users to hide, conceal, or alter their true identities. Otherwise, Weixin is entitled to restrict the features or disable the account of the concerned Weixin Mini Program, and reserves the right to refuse to provide any services to the Mini Program entity.

  5.19.4 Sub-merchants for any Weixin Mini Programs that provide customer service via their sub-merchants may not engage in any acts that violate laws, guidelines and platform operation rules, including without limitation infringement and fraud. Otherwise, apart from restricting the capabilities of sub-merchants, Tencent is entitled to restrict the features or disable the account of the Weixin Mini Program that uses the Customer Service sub-merchants, and reserves the right to refuse to provide any services to the Mini Program entity.

  5.19.5 Any Weixin Mini Program linked to an account that has not logged in for a long time following registration may be terminated, and any of its information such as the registered email, ID card number, and Weixin account will be deleted.

  5.19.6 You must ensure that the source code for any Mini Programs (including Mini Games) that you develop or operate does not infringe upon the rights of others, nor shall it violate the license requirements of any open source software. You are not authorized to copy, use, share, or maliciously copy any such source code without permission from the licensee. Tencent is entitled to use any technical means necessary to independently judge and handle any disputes arising from using the same or similar code, based on the degree of similarity and infringement severity.

  5.19.7 Without the prior consent of or authorization from Tencent, the access to any Mini Program features shall not be dependent on any other Mini Programs or apps. That is, the access to the features shall not be conditional upon the use of other Mini Programs or apps. Additionally, without the prior consent of or authorization from Tencent, a Mini Program interface shall not display or recommend other Mini Programs or Official Accounts.

  5.19.8 You must read and agree to any applicable agreements and rules, including without limitation the Apple Developer Program License Agreement, App Store Audit Guide and those pertaining to other devices, app stores, and markets. The Mini Programs you develop or operate shall not violate any of the above agreements or rules.

# 6. Rules for Message Content

6.1. Content violating national laws, regulations, and rules.

Violations

Weixin Mini Programs may not distribute, send, share, or store any of the following illegal content:

​  6.1.1 Content that violates the basic Constitution principles, threatens national security, divulges state secrets, subverts state power, undermines national unity, and infringes on national honor and interests;

​  6.1.2 Content that is anti-government, anti-society, or spreads rumors, disturbs social order, and undermines social stability.

​  6.1.3 Content that incites national hatred or ethnic discrimination, undermines national unity, undermines national religious policies, and promotes heresies and superstitions.

​  6.1.4 Content that displays graphic images depicting people or animals being killed, maimed, shot, needled, or otherwise injured, content that illustrates child abuse or violence against children, or content that promotes violence and slaughter.

​  6.1.5 Content related to gambling, games of chance, or lotteries.

Example

​  6.1.6 False, fraudulent, or fake content including but not limited to fake Red Packets/campaigns/ads, content imitating Tencent's or any other party's services, or content that may cause confusion for Weixin users.

​  6.1.7 Content that insults or slanders others, discloses others' private information, and violates their rights and interests.

​  6.1.8 Content that includes unauthorized third party trademarks, copyrighted content, or infringes third party intellectual property rights in any other way.

​  6.1.9 Content that instigates or encourages a crime or moral turpitude.

​  6.1.10 Any other illegal content.

Penalties

The accounts of such non-compliant Mini Programs will be permanently disabled.

6.2. Lewd and vulgar content

Violations

Sharing information suspected of disseminating obscene, lewd or vulgar content (including sexually suggestive or seductive images), or content involving illegal prostitution trade.

​  6.2.1 Pushing links to cloud disks or mini videos that contain lewd content for illegal income.

​  6.2.2 Using lewd content in Mini Programs to attract traffic.

​  6.2.3 Pushing lewd content directly in Mini Programs.

Penalties

Non-compliant Mini Programs will incur penalties depending on the severity of the violation against the above rules.

6.3 Spam ads

Violations

Excessive promotion, display, or sharing of harassment information or spam, which harasses users.

  6.3.1 Spam ads using counterfeited products.

  6.3.2 Spam ads for breast enlargement, weight loss, height increasing, anti-impotence, and sexual health care products.

  6.3.3 Ads that include false and exaggerated promotional information in violation of current advertising law.

  6.3.4 Spam ads for therapies and genital healthcare.

Penalties

The account of any Mini Program found in violation of the platform rules will be disabled.

6.4 Other contents that violate platform rules

Weixin Mini Program may not contain any of the following information that violates the platform rules:

  6.4.1 Contents for marketing or advertising purpose (blank ads spaces, investment ads), or those including floating ads or false or exaggerated promotional information that violates advertising law.

  6.4.2 Misleading contents that seriously compromise user experience or damage users' interests.

  6.4.3 Contents that violate the service agreement, platform agreement, and/or function agreement as signed with Tencent in any form.

  6.4.4 Contents that violate administrative and operational rules and regulations as established by Tencent for applicable software, services, and features.

  6.4.5 Any other contents in violation of any agreements or applicable platform rules.

# 7. Rules for Mini Programs Nearby

7.1 Suppliers of Weixin Mini Programs must act in compliance with the principle of good faith when providing the Mini Programs Nearby service, and shall not provide such service in locations inconsistent with the actual service areas.

7.2 To ensure that all users are served with more optimized Mini Programs Nearby service, Tencent is entitled to refuse to provide this service for the following types of Weixin Mini Programs:

​  7.2.1 Mini Programs that provide services for the development, agency, and promotion of other Weixin Mini Programs, including without limitation development, agency and promotion content contained in the Mini Program's name or introduction.

​  7.2.2 The Weixin Mini Program is a network service platform that provides Mini Programs Nearby service using the platform users' location.

​  7.2.3 Without Tencent's permission, the Mini Programs Nearby feature may only be used for promoting and advertising, rather than providing products or services.

​  7.2.4 Other Weixin Mini Programs not appropriate for the Mini Programs Nearby service.

# 8. Rules for Embedding Web Pages in Weixin Mini Programs

8.1 The web pages embedded in the Weixin Mini Program must be ICP filed.

8.2 The services provided on the web pages embedded in the Weixin Mini Program shall match the category and tags you choose as well as the services that the Mini Program provides. Additionally, they shall not fall outside the scope of the Mini Program platform's category library.

8.3 The content of web pages embedded in the Weixin Mini Program shall comply with the WeChat External Link Content Management Rules. The information that violates national laws and regulations or platform rules shall not be published, transfered, disseminated via such pages.

8.4 Developers shall not bypass or evade the Weixin Mini Program platform rules by use of embedded web pages in Weixin Mini Programs.

8.5 Once a developer is found in violation of this rule, Weixin is entitled to restrict the features or disable the account of their Mini Program, and reserves the right to refuse to provide any services to the Mini Program entity.

# 9. Trademark and Commercial Appearance

9.1 Weixin Mini Programs shall comply with the laws governing trademark, copyright, and other intellectual property rights as well as the rules on intellectual property set by Tencent.

9.2 The entity shall state in the account application if they will use the trademark, copyright, and/or intellectual property of another entity, and shall provide the applicable certificate or authorization statement to the platform. The entity who does not own the intellectual property right that belongs to another entity shall not use any content of the intellectual property right without authorization.

9.3 Non-official Tencent accounts may not contain any content (e.g. 'Tencent,' 'Weixin,' and 'QQ') or that similar to the content (e.g. 'tencet' and 'wecha') of the intellectual property right belonging to Tencent, or any content that may cause confusion with the design and appearance of Tencent's existing products in their account names or the content provided by such accounts.

9.4 Weixin Mini Programs that are not actually operated by Tencent shall not mislead users in believing that or imply that Tencent is the operator of these Weixin Mini Programs, that Tencent recognizes these Mini Programs' quality or services, or that Tencent has any form of partnership with these Mini Programs.

# 10. Rules for User-Produced Content

10.1 No content shall be published on behalf of the user without the user's consent.

10.2 Service providers of Weixin Mini Programs should design features to filter out illegal or non-compliant content to ensure that the content generated by users conforms to the content rules.

10.3 A timely response mechanism shall be provided to deal with complaints about improper content existing in the Weixin Mini Program.

# 11. Rules for Availability and Completeness

11.1 The Weixin Mini Program submitted shall be a finished product, which can be opened and used, and shall not be a test version.

11.2 The Weixin Mini Program should not cause the Weixin app to crash or the program itself to crash.

11.3 There should be no major bugs (such as inability to add, open, return to the previous pages and exit, and serious stutter) in the Weixin Mini Program.

11.4 Developers shall ensure the Weixin Mini Programs they release are stable and secure, and run smoothly. If the service provided to users is interrupted due to the Weixin Mini Program itself and cannot be restored within Tencent's required reasonable period of time, Tencent is entitled to take action to maintain a good user experience, including, but not limited to, temporarily suspending the account.

11.5 If there are related accounts or paid content in the Mini Program, a test account, including account ID and password, shall be provided to Tencent to ensure that the internal reviewer can experience all features.

# 12. Rules for Technology Implementation

12.1 Comply with the rules and agreements in Weixin Mini Program development documents and development guidelines.

12.2 Weixin Mini Program developers must allow and authorize the WeChat Team to conduct security vulnerability tests on codes they submit.

12.3 System security requirements

  12.3.1 You may not use technical loopholes in mobile phone systems, Weixin, or other software or hardware. Once discovered, the account qualification of an offending Weixin Mini Program entity will be revoked.

  12.3.2 No other executable code programs shall be installed or run in Mini Programs.

  12.3.3 Weixin Mini Programs shall not be used to spread viruses.

12.4. Use of APIs

  12.4.1 Non-public API programs shall not be used.

  12.4.2 The Weixin team reserves the right to reclaim the APIs if the API program is used under internal testing.

  12.4.3 You may not use APIs for third-party apps in a manner that violates the inter-entity rule.

  12.4.4 Tencent's codes, APIs, or tools shall not be sold, transfered, or licensed to others without Tencent's authorization.

  12.4.5 Neither SDK nor its related components shall be modified, translated or reverse engineered, nor shall them be used to make derivative products.

12.5 Other requirements

  12.5.1 When performing multiple tasks, the use of background services is limited to the following purposes: VoIP, audio playback, geographic location, task completion, and local reminder.

  12.5.2 You may not alter the native user interface elements and behavior (such as volume increase/decrease, mute switch, etc.).

​​  12.5.3 Auto playback of multimedia files such as videos, music, and voice messages is not allowed. ​​  12.5.4 Recording feature shall not be used without the user's knowledge.

12.6. Login authorization

  12.6.1 You must log in to the Mini Program via Weixin authorization when an account system is used within the Weixin Mini Program.

  12.6.2 If the user chooses to reject authorization, you may remind them again when the user shows the intention to grant you authorization.   12.6.3 A functional "Exit" option must be provided at a noticeable position.

  12.6.4 After the user has rejected authorization, the developer is obligated to remove and stop using the user's WeChat profile photo, nickname, and other data.

12.7 Document download

  12.7.1 The user should be explicitly prompted to upload files using the UploadFile API and to avoid repeated upload of the same file.

  12.7.2 Without the user's knowledge, excessive numbers of files may not be downloaded using the DownloadFile API over the mobile network.

12.8 Message template

  12.8.1 The use of message templates must comply with the rules for Weixin Mini Program message template.

  12.8.2 The Mini Program may not induce users in bad faith to trigger the operation that distributes templates to users.

  12.8.3 The Mini Program may not harass users by distributing a template.

  12.8.4 The Mini Program may not distribute promotion templates for malicious marketing purposes.

# 13. Rules for Mini Program's UI

13.1 The UI should comply with Weixin Mini Program design specifications.

13.2 The UI should be in line with the Weixin appearance and features, and should not provide a user experience that changes the appearance and features of Weixin.

13.3 The UI should maintain the simplicity of all images and text and must not use text to cover images.

13.4 We recommend using an icon with a colored background.

13.5 The ability to close the flyouts and pop-up windows in the Mini Program should be ensured.

13.6 The Mini Program UI shall not contain any elements that imitate system notifications or warnings to induce tapping.

13.7 When the Mini Program's screen is swiped down, the account ID shall be clearly visible and shall not be obscured by the background color.

# 14. Rules for Mini Program Pay

14.1 If a Weixin Mini Program processes payments, clear instructions shall be provided in the introduction of the Weixin Mini Program.

14.2 The user should receive a clear prompt on the screen before executing the payment action.

14.3 WeChat Pay shall not be used for donations or fund-raising without Tencent's consent.

14.4 Payment via the Weixin Mini Program platform shall be made in compliance with applicable laws and regulations. Such payment feature shall not be used for or to assist in any illegal action such as acceptance of illegal public deposits, and fund-raising fraud.

14.5 The use of third-party payment tools provided by Tencent such as WeChat Pay shall comply with service agreements and platform rules such as the WeChat Pay Service Agreement and WeChat Pay User Service Agreement.

14.6 In Apple's iOS system, Weixin Mini Programs cannot support or display the payment feature for the purchase of virtual products, nor should the payment feature be enabled by guiding users to external web pages or apps. Refer to the applicable agreements and rules including Apple Developer Program License Agreement, App Store Audit Guide, and those pertaining to other devices, app stores, and markets.

# 15. Rules for User Privacy and Data

15.1. Data collection and storage

  15.1.1 The developer shall acquire the consent of the user before collecting their information, and shall truthfully notify the user of the purpose and scope of use.

  15.1.2 The illegal collection or theft of user passwords or other personal data is not permitted.

  15.1.3 You may not require users to share personal information (such as mobile phone number, and birth date) to use the Mini Program's features, or to collect user password or personal information (including without limitation mobile number, ID card number, date of birth, or address) unless required by applicable law or authorized by users.

  15.1.4 Data related to the user should be removed from the Mini Program upon the user's request, unless such data is retained in accordance with law.   15.1.5 You must immediately delete all user data collected via Weixin and Weixin Mini Programs if you stop using Weixin Mini Programs.

15.2 Data use

  15.2.1 You are not authorized to disclose users' information, including their Weixin ID, name, QQ number, mobile number, email address, or date of birth to any other Weixin Mini Program users or to any other third parties.

  15.2.2 You are not authorized to use users' information, including their Weixin ID, name, QQ number, mobile number, email address, or date of birth, for any purposes that either they or the WeChat Platform have not authorized.

  15.2.3 You are not authorized to reverse lookup, track, link, mine, or obtain any user's Weixin ID, name, QQ number, mobile number, email address, date of birth, or other information to engage in acts unrelated to Weixin Mini Programs.

  15.2.4 You are not authorized to copy, store, use, or transfer any user data without the user's expressed consent and without the truthful disclosure of applicable information such as how such data is used and the scope of its use.

  15.2.5 Any data received via Weixin should be kept up to date and used to improve Weixin Mini Program user experience.

  15.2.6 You may not add any Weixin Mini Program data into search engines or web directories, or add a search feature into the Weixin Mini Program without approval or authorization from Tencent.

  15.2.7 You may not use any data received by Weixin and Weixin Mini Programs to make any decisions regarding eligibility, including without limitation whether to approve or reject an application or how much interest to be charged on a loan without approval or authorization from Tencent.

  15.2.8 Any data you have received via Weixin and Weixin Mini Programs must only be used in your Weixin Mini Program in the event that the entity operating the Weixin Mini Program is acquired or merged by a third party.

  15.2.9 Without approval from Tencent, you may not collect, store, capture, obtain, or require users to provide data, including without limitation content about Weixin or its service platform, user data, and other data Tencent may deem sensitive (including information such as Weixin accounts, WeChat passwords, QQ numbers, QQ passwords, user relationships, friend lists, and bank account numbers and their passwords), and shall not provide any of the foregoing data, regardless of whether it has been legally obtained, or provide such data to users or customers to create, supplement, or maintain their own relationships.

15.3 Data security

  15.3.1 Keep in careful custody your account ID, password, and key.

  15.3.2 If the services of a third-party partner are used, a contract should be entered into with such third party to protect any information obtained from Weixin and to restrict use of such information and maintain the confidentiality of the information.

  15.3.3 Any Mini Program shall not require users to reduce security of mobile operating systems (for example, iOS jailbreaking, obtaining Android ROOT permission) before they can use some Mini Program features.

  15.3.4 The Weixin Mini Program shall not leak, provide, disclose, or license to any third party the collected user data in any form without the consent of the user.

  15.3.5 After collecting user data, the Weixin Mini Program shall adopt necessary, reasonable, and effective security measures to prevent user data from being stolen, leaked, or disclosed in any manner.

  15.3.6 If the collected user data is stolen, leaked or disclosed in any manner, the Weixin Mini Program shall immediately take legal and effective measures to prevent the spread of damages and report to relevant departments in compliance with the law.

  15.3.7 The user data collected in a specific Weixin Mini Program can only be used in that specific Weixin Mini Program, and shall not be used outside the specific Weixin Mini Program or for any other purpose, even if you have registered more than two Weixin Mini Programs at the same time.

  15.3.8 If the Weixin Mini Program service is terminated for any reason, legal and effective measures shall be taken within 24 hours to irrevocably and completely delete the acquired user data, unless the explicit written consent of the user to continue to authorize the retention of the data has been obtained in advance.

  15.3.9 The Weixin Mini Program should provide a method for users to modify and delete their data, ensuring that users can delete their data on their own with this method, and that the data can be irrevocably and completely deleted.

  15.3.10 Users' personal information and data should be secured and given great attention. If you need to use technologies or features that can identify users' personal identity information, personal credit score information, credit information, etc., including without limitation, biometric technologies or features such as face verification, fingerprint recognition, iris recognition, or voiceprint recognition in your Weixin Mini Program, you should use such technologies or features provided by the Weixin Mini Program platform or such approved or agreed to by the platform.

15.4. Geographic location

  15.4.1 Any Mini Program that collects, transfers or uses the user's geographic location without first notifying and obtaining the user's consent will be rejected.

emsp; 15.4.2 Any Weixin Mini Program that uses the geographic-location-based API for automatic control or autonomous control of vehicles, aircraft, or other equipment will be rejected.

  15.4.3 Any Weixin Mini Program that uses the geographic-location-based API for scheduling, vehicle fleet management or emergency services will be rejected.

  15.4.4 The geographic location data may only be used for features or services directly related to those provided by the Weixin Mini Program.

# 16. Rules for Weixin Mini Programs Plug-ins

16.1 Plug-ins provided by plug-in developers must comply with applicable laws, regulations, and rules. The services provided by developers via plug-ins shall match the categories and tags chosen, and shall not fall outside the scope of the Mini Program platform's category library. Developers are not allowed to offer plug-ins intended for advertising or other services related to advertising or provide services specifically intended for advertising and other categories related to advertising via plug-ins.

16.2 If the plug-in provided by the developer or the service provided via the plug-in should be licensed or filed as required by applicable laws or regulations, the developer shall give an explicit explanation and provide a valid license or record-filing certificate when submitting such plug-in.

16.3 When providing a plug-in to another Mini Program, the developer shall ensure that the Mini Program using the plug-in has a valid license or record-filing certificate, and the entity of such Mini Program is legally licensed to use the plug-in.

16.4 Users of the plug-in shall ensure that they have a valid license or record-filing certificate for use of the plug-in, and are legally entitled to use the plug-in.

16.5 The developer of the plug-in shall ensure the security and stability of its plug-in, and shall comply with the requirements in "12. Rules for Technology Implementation" hereof.

16.6 Neither plug-in developers nor users may bypass or evade Mini Program platform rules by providing services via plug-ins. 

16.7 If any plug-in developer or user is found in violation of this rule, Weixin is entitled to restrict the features or disable the account of their Mini Program, and reserves the right to refuse to provide any services to the Mini Program entity. If the service provided by the plug-in causes damage to Tencent or any third party, the plug-in developer and users shall be liable for indemnification.

16.8 Tencent is not liable for guaranteeing the legality, security, and performance during development and use of plug-ins by developers and users, as well as the development capability and contract fulfilling capability of both parties. Any disputes arising from this feature between plug-in developers and users shall be resolved by the developers and users themselves, and Tencent shall not be liable for any compensation or indemnification.

16.9 Plug-in developers are not allowed to carry out any form of promotion, marketing, or advertising activities on their own or in disguised form based on the data (including, but not limited to, Weixin user relationship chain, service data, and user behavior data) obtained from plug-in services without Tencent's consent, nor are they allowed to provide any help or assistance to plug-in users or any other third parties to carry out or carry out in disguised form any type of promotion, marketing, or advertising activities. Plug-in developers are not allowed to cross-analyze Weixin user portrait (including, but not limited to, user behaviors, preferences, and interests) using data obtained from plug-in services without authorization, nor are they allowed to provide help and assistance to any third party in implementing the above cross-analysis activities.

16.10 Plug-in developers and users who provide payment services to Weixin users shall comply with the requirements of applicable laws and regulations regarding payment business and shall not engage in any form of illegal acts including, but not limited to, operating a payment business without a license, illegally absorbing public deposits, or fund-raising fraud, nor are they allowed to provide help and assistance for such acts.

# 17. Rules for Weixin Mini Program Cloud Base Service

17.1 Weixin Mini Program Cloud Base Service, also called Mini Program Cloud Base, refers to the system service composed of various products and services, such as computing and network, storage and CDN, cloud database, cloud security, monitoring and management, domain name service, mobile and communication, video service, big data, and AI, which Tencent Cloud provides specifically for Weixin Mini Program developers based on Tencent Cloud Base products to meet the need for information storage space of Mini Program development.

17.2 Weixin Mini Program developers can choose whether or not to use Mini Program Cloud Base. If they choose to use this service, developers must follow the specifications in this chapter and applicable agreements and rules of various technical services provided by Tencent Cloud.

17.3 According to technical requirements, if Weixin Mini Program developers choose to use Mini Program Cloud Base: (1) You agree to use the Mini Program registration information (including without limitation entity information and admin information) for the initialization of cloud services, that is, to sync data on Tencent Cloud for account registration and identity verification. The above information is only used for Tencent Cloud account registration and identity verification, and will not be used in any way for other business scenarios. At the same time, you agree that you have read and accepted the Tencent Cloud Service Agreement and related service level agreements (SLA). (2) If you choose to use Mini Program Cloud Base, it means that you authorize the Tencent Cloud Base (TCB) service to access cloud resources such as databases, object storage, and cloud functions related to your cloud account. (3) You understand and agree that the Tencent Cloud service you obtained via this rule or the Tencent Cloud Service Agreement is only for your use as outlined in the Tencent Cloud Service Agreement and/or the Tencent Cloud-related rules. You may not assign, lend, or authorize others to use Tencent Cloud service or use it beyond the scope agreed in the agreement and rules without Tencent Cloud's explicit written consent. Otherwise, any legal consequences and/or liabilities as well as any loss arising therefrom shall be assumed by you, and you shall indemnify against any damages caused to Tencent Cloud. (4) You agree to carry out data backup and provide backup data in a timely manner when the Tencent Cloud service is interrupted or data is damaged or lost due to reasons provided in the liability limitation terms in the Tencent Cloud Service Agreement, to reduce the service interruption time and accelerate service recovery. Tencent Cloud shall be held harmless from liability to the maximum extent permitted by law for service interruption or data damage or loss caused by your failure to keep necessary backups.

17.4 Weixin Mini Program developers must ensure that they have obtained legal business licenses as required by applicable national regulations and are legally entitled to operate their products and services. Where national and local law requires license or record-filing to access Weixin Mini Programs, Weixin Mini Program developers shall give an explicit explanation and provide a valid license or record-filing certificate. Otherwise, Tencent reserves the right to decline service requests such as network access.

17.5 Weixin Mini Program developers must comply with applicable laws, regulations, and rules when using Mini Program Cloud Base and maintain Internet order and security. They shall not engage in any illicit act, nor facilitate any act in violation of law including but not limited to the following:

  17.5.1 Engaging in activities that endanger national security, honor and interests, incite to subvert state power and overthrow the socialist system, split the state, undermine national unity, and propagate terrorism, extremism, ethnic hatred or ethnic discrimination.

  17.5.2 Engaging in fraud, deception, or misleading acts, or conducting any acts that infringe on other people's intellectual property rights or other lawful rights and interests, such as "private server" and "plug-in".

  17.5.3 Publishing and disseminating SPAM or illegal information that endangers national order and security, and promotes superstitions, obscenity, lewdness, or vulgarity.

  17.5.4 Violating the operating rules of the network, device, or service linked with Tencent Cloud network, and conducting illegal or unauthorized access, misappropriation, interference, or monitoring activity.

  17.5.5 Engaging in any act of undermining or attempting to undermine network security, including but not limited to malicious scanning over websites and servers, illegal intrusion into systems, and illegal acquisition of data by means of viruses, Trojan-horse programs, malicious codes, and phishing.

  17.5.6 Engaging in any act that changes or attempts to change the system configuration provided by Tencent Cloud service or undermining the system security; damaging and disrupting the operation of Tencent cloud service or other people's use of Tencent Cloud service by means of technology or other approaches; interfering with or attempting to interfere with the normal operation of any of Tencent Cloud products, services and features in any way, or to make, release, and disseminate the above tools and methods.

  17.5.7 Engaging in activities (including but not limited to "DNS resolution, "security service", "domain reselling", and "reverse proxy") that lead to frequent exposure of your business to such attacks as DDoS attack and affect the platform or others due to your failure to correct such activities in a timely manner or eliminate the effect of such activities as required by Tencent Cloud.

  17.5.8 Engaging in illegal acts including but not limited to operating a payment business without a license, illegally absorbing public deposits, or fund-raising fraud, nor are they allowed to provide help and assistance for such acts.

17.6 You should not install or use pirated software on Mini Program Cloud Base Service, and you should safeguard the computer information system you use as required by applicable national regulations, including without limitation installing special products for computer information system security approved by the government.

17.7 You clearly understand that the platform will not attempt to access or disclose the data you store using Mini Program Cloud Base. You will manage the access and use permissions to customer data independently based on Tencent Cloud's applicable services. Therefore, you assume sole legal liability for the content, information, and practices involved in the development process using Mini Program Cloud Base. However, the platform may discover alleged illegal practices during the development of your Mini Program Cloud Base via reports and complaints from users during the operation of your Weixin Mini Program. Once Weixin Mini Program developers are found to have violated this rule, they must promptly and effectively deal with possible illegal content based as instructed by the platform. Furthermore, Tencent is entitled to restrict the features or disable the account of their Mini Program, and reserves the right to refuse to provide any services to the Mini Program entity. Weixin Mini Program developers shall indemnify and hold harmless Tencent or any third party.

17.8 Tencent assumes no liability for any defects with regard to the legality, security, performance, development capability, and contractual capability throughout the course of developers using the Mini Program·Cloud Base. Tencent shall not be liable for any dispute between Weixin Mini Program developers and any third party over the Mini Program·Cloud Base development feature and such disputes shall be settled solely by the developer.

# III. Special Rules for Mini Games

Mini Games refer to Mini Programs that fall within the game category and provide game services. If you are a Mini Game developer, in addition to all the above Mini Program operating rules, you must also comply with the following special rules:

# 1. Rules for Game Category Selection

1.1 If you need to develop Mini Games, select the game category. After selection, you cannot change it to other categories.

1.2 You shall provide any qualification certificates required by national laws when selecting the game category.

1.3 You must not submit Mini Games in bad faith, any Mini Games that are highly similar to the templates in the Mini Game development template library we provide, or any Mini Games which may have plagiarized existing game products. You must not submit multiple games sharing the same gameplay, content, and features by simply modifying the game art design, visual effects, UI, elements, or media.

1.4 You must submit complete, true, effective, and clear authorization documents to Tencent if you authorize a third party to use copyrighted Mini Game software. This is to ensure that Tencent only release Mini Games containing authorized content. If the authorizing party allows multiple entities to submit and operate the same Mini Game, then the submission of the first submitting entity shall prevail. After the first submitted Mini Game is released, any subsequent online application for submission of the same or a similar Mini Game from any such entities will not be accepted. Tencent shall be held harmless from any dispute arising therefrom and such disputes shall be settled through negotiation between you and the authorized entities.

1.5 To better manage game content and create a safe and healthy Internet environment, the platform has set up a secondary category for games. You shall select the correct category based on the Mini Game properties and must not attempt to circumvent platform management by submitting your games under different categories. The platform in entitled to independently decide or change the types and access requirements for secondary categories. Chess, poker and role playing games are temporarily unavailable to individual developers.

# 2. Game Content Rules

2.1 Game name

​​  2.1.1 Game names involving celebrities, places, or historical events shall not include any content that misrepresents the truth;

​​  2.1.2 Game names shall not involve politics, religion, violence, terrorism, and other controversial issues;

​​  2.1.3 Game names shall not contain or imply any illegal, criminal, violent, lewd, vulgar, or unethical content.

2.2 Game background

​​  2.2.1 Game contents based on history shall not tamper with historical events or subvert the image of historical figures.

2.3 Game music and sound effects ​​  2.3.1 Game music shall conform to national copyright laws and shall not infringe the copyright of others or provide illegal download services;

​​  2.3.2 Music shall not contain any lyrics, images, songs, or sound effects that are not conducive to physical and mental health, such as extreme horror or terror.

2.4 Game scenarios

​​  2.4.1 No environments or scenarios of terror, blood, perversion or lewd content that are not conducive to physical and mental health shall be displayed;

​​  2.4.2 Gore and horror shall not be displayed, nor shall images of blood stains, severed limbs, corpses, skeletons, or any other similar images be excessively displayed.

2.5 Game entertainment

​​  2.5.1 It is not permitted to provide or promote gambling, or promote different forms of gambling such as Zha Jin Hua, Stud Poker, Baccarat, Blackjack, or Horse Racing Betting.

​​  2.5.2 You shall not induce users to invest in legal tender or virtual currency for the chance to acquire Mini Game products and services via random draws or other random probability competitions.

​​  2.5.3 You shall not collect or obtain any service fees under the guise of collecting "virtual currency".

​​  2.5.4 You shall not trick users into enabling PvP modes.

​​  2.5.5 If there is an in-game cash bonus or similar bonus, you are not permitted to set any conditions for the user to open the red envelope or to cash out, including without limitation requiring users to share and watch video advertisements before opening the cash gift envelope, placing restrictions on cashing out (such as "you can only cash out when you have accrued 10 CNY"), restricting payment deadlines, or requiring users to cash out outside of the Mini Game (including but not limited to requiring them to follow an Official Account or download a particular APP to cash out).

Violations:

   2.5.5.1. Spoofing or imitating official red envelope features.

   2.5.5.2. Imposing conditions on the opening of red envelopes, including without limitation sharing content or watching a video before opening the red envelope.

   2.5.5.3. Imposing conditions on depositing the money into a user's wallet after the red envelope has been opened, including without limitation sharing content or watching video advertisements before the money can be deposited.

   2.5.5.4. Imposing conditions on the withdrawal of the money, including without limitation setting minimum withdrawal limits.

   2.5.5.5 Requiring users to withdraw the money outside of the Mini Game including without limitation requiring users to follow an Official Account or download a particular APP to cash out.

Penalties:

Mini Games found to be in violation of the above will be suspended from search listings, sharing and redirection to other pages for a period of 3-30 days based on the severity of the violation until they are permanently removed.

2.6 Information identifiers

​​  2.6.1 In a Mini Game, the approval number, release number and copyright registration number of the game shall be indicated at a noticeable position on the start page.

​​  2.6.2 Before the game begins, the "Tips to Stay Healthy While Gaming" should be provided in full at a noticeable position on the start page. That is, "Resist malicious games and refuse pirated games. Pay attention to self-protection and be ware of being cheated. Moderate game play benefits the brain, while indulging in games is harmful to your health. Manage your game time reasonably and enjoy a healthy life."

2.7 Information security

​​  2.7.1 Mini Games shall have a content security control system in place to ensure that the both Mini Game and user generated contents comply with applicable laws. 2.8 Content warranties

​​  2.8.1 You shall warrant that the content of any Mini Games you have developed or operate conform to applicable laws, and any content therein may not infringe upon the rights and interests of others, including without limitation code packages, artwork, music, and special effects.

2.9 Sharing cards

Violations:

​​  2.9.1 The text and images on cards shared within the Mini Game are unrelated to the game content.

Penalties:

Once discovered, any Mini Games in violation of the above will be suspended from sharing or customizing cards for a period of 3 to 30 days until they are permanently suspended.

# 3. Mini Game Virtual Item Payment Rules

3.1 Mini Game virtual items refer to any items, equipment, and in-game currency that can be purchased using legal tender or designated virtual currency. For purpose of effectively protecting Weixin users and your rights and interests, you must understand and agree that when purchasing virtual items, users are purchasing the use rights to such virtual items in the Mini Game.

3.2 In the interests of safeguarding users' capital and property rights, you must provide users payment methods approved by Tencent and must not provide any other payment methods inconsistent with any applicable agreements, rules, and guidelines executed with Tencent, or provide such in any other way (including without limitation offline top-up and free items).

Mini Games found to be in violation of the above will be suspended from, including without limitation, search listings, sharing and redirection to other pages for a period of 3-30 days based on the severity of the violation until they are permanently removed.

3.3 Currently, users are not permitted to purchase Mini Game virtual items under Apple’s iOS operating system, and the transfer of virtual items purchased on other mobile operating systems by any means is strictly prohibited.

3.4 You must ensure that any Mini Game virtual items you provide to users are legal and valid, and shall not restrict the validity period for any virtual items you sell to users.

3.5 To protect users' rights and interests, Tencent reserves the right to extend the payment term for users under the following circumstances:

​​  3.5.1 The Mini Game you develop falls within special categories such as chess and poker.

​​  3.5.2 The Mini Game you develop may be in violation of national laws.

​​  3.5.3 The Mini Game you develop may violate Tencent's applicable rules.

​​  3.5.4 The Mini Game you develop is the subject of user complaints and reports;

​​  3.5.5 The Mini Game you develop is under investigation by a national agency or is in the process of litigation or arbitration;

​​  3.5.6 Any other circumstances that may affect a user’s rights and interests.

​​  3.5.7 Following the above payment term extension, Tencent shall be entitled to immediately suspend payment if any of the circumstances provided in Article 3.5.1 remain uncorrected or if Tencent has confirmed that the Mini Game you developed infringes upon a user’s rights and interests; Moreover, Tencent shall be entitled to take deductions from unsettled balance in the form of non-refundable stipulated damages or penalties. Tencent is entitled to pursue you for the recovery of any losses that exceed the unsettled balance.

3.6 You understand and agree that for purpose of protecting users' rights and interests, complying with applicable laws, and responding to regulatory policies, Tencent reserves the right to adjust the payment amount upper limit and disable the applicable payment capability for Mini Game virtual item purchases.

# 4. Mini Games User Service Rules

4.1 You shall establish convenient and effective user service and report channels for Mini Game users, and provide effective report handling processes and contact methods.

4.2 You must provide Tencent with 60 calendar days' advance notice and notify users through effective means in the event that you cease to operate the Mini Game or if the operation right to the Mini Game is assigned to others. Virtual game items that have not yet been used or game services that have not yet expired shall be refunded to users in the form of legal tender equal to the purchase price, or by any other methods such users accept. In the event that the operation right is assigned to others, you shall assist the new operator in protecting the rights of users throughout their use of the game.

4.3 Any applicable user service agreements, terms, or rules having the same legal effect for Mini Games you develop shall not violate Tencent Game User Agreement, Weixin Mini Program Platform Operation Rules, or other such documents and regulations published by Tencent. Otherwise, such violation shall render the said agreements, terms, or rules invalid.

# 5. Mini Game Entity Credit Rating Rules

5.1 Tencent implements a credit management system to Mini Game entities and rates their developer accounts based on factors including Mini Game daily operations, violations, infringement, and creative certification.

5.2 Tencent calculates and dynamically adjusts the entity’s credit score based on Mini Game operation. The entity's credit score may affect operating rights for all developer accounts under your name. If you have any objection to your credit score, you are entitled to appeal to Tencent within 5 calendar days upon the date of receiving the credit score. Tencent will provide a report on the processing result as soon as possible. The result shall be final and you shall abide by and implement it.

5.3 The specific rating rules and application scenarios shall be subject to the Rules for the Implementation of the Weixin Mini Game Entity Credit Rating System published by Tencent.

# 6. Protection of Minors

6.1 You shall effectively protect the rights and interests of minors by any means necessary, including without limitation adding age-appropriate tips on the game interface and implementing anti-addiction systems for minors.

# IV. Reports and Penalties

The Weixin Mini Program platform has enabled a user report handling process, and we will issue penalties based on users’ reports and the severity of the violation.

We understand that any violations may be the result of mistakes, negligence, and other faults. Therefore, Tencent may provide a report channel for you to resubmit your Mini Program for review following correction if your Mini Program is penalized for non-compliance with applicable laws and platform rules. However, you shall acknowledge and understand that Tencent invests a significant amount of human resources and other review resources into such processes, and to ensure that review resources are used reasonably for the developers, Tencent is entitled to decide to temporarily or permanently close the report channel for your Mini Program if, your Mini Program still fails platform review due to legal or technical violations following multiple corrections.

To ensure the effective implementation of platform management practices and to avoid any person using or setting up different entities to register various accounts to bypass, evade, or confront platform management, Tencent is entitled to close report channels for Mini Programs and cease to provide services to such entities if they, or their affiliated entities (including without limitation parent companies, subsidiaries headquarters, direct or indirect holding companies, actual controlling entities, directors, supervisors, or senior managers having direct or indirect controlling relationships with the entity, VIE, or relationships that can be confirmed through the security market disclosure or the entity's official publications), have repeatedly violated laws, rules, or agreements related to such services.

# V. Local Law Compliance

​You shall comply with local laws, and respect local social norms throughout the course of your use of Weixin Mini Program platform services. You shall be held solely liable if any of your actions are in violation of laws or social norms.

Weixin Mini Program developers shall refrain from using this service in a way that would implicate Tencent in political or public incidents. Otherwise, Tencent is entitled to suspend or terminate your use of such service.

# VI. Disclaimer of Weixin Mini Program Platform Operation Rules

Weixin Mini Program developers clearly understand and agree that Tencent does not provide any kind of express or implied warranties or conditions regarding Weixin Mini Program services, including without limitation commercial and specific applicability. Your use of Weixin Mini Programs shall be at your own risk.

# VII. Documentation Updates

This is a document that will be regularly updated. We will revise and update it and set forth new rules based on new problems, applicable laws, or current product operation requirements to ensure Weixin users' experience.
