Based on this philosophy, we launched Weixin Mini Program, a product that provides developers of Weixin Mini Programs with a platform to build and implement specific services and functions within Weixin. With open, comprehensive capability, we give enterprises and service providers more possibilities of connection, and provide basic access capability, operating environment and rule system for Weixin Mini Programs, thus helping more enterprises and service providers build their own brands and bringing business opportunities to the entire Weixin industry chain.
Before you start to develop a Weixin Mini Program, we hope that Weixin Mini Program developers (hereinafter referred to as "you") have carefully read the Weixin Mini Programs Access Guide, Weixin Mini Programs Design Regulations, Weixin Mini Program Development Guide, etc. If you choose the game category, you shall also carefully read the Weixin Mini Games Access Guide, Weixin Mini Games Development Guide, etc. Meanwhile, we have prepared for you common rejection scenarios on the Weixin Mini Programs platform. We hope these guidelines and regulations can help you to some extent solve the problems encountered in the development and operation of Weixin Mini Programs.
We hope that the Weixin Mini Program you will submit conforms to Weixin team's long-standing values, that is, being user-value-oriented, giving full play to creation, providing non-adhesive products to users, and making commercialization invisible. # II. Specific Operation Regulations
To use the service of Weixin Mini Program platform, you must read and abide by the Terms of Service for Weixin Mini Program Platform, as well as the special rules made by Tencent for this purpose. This Operation Regulations is interpreted and explained based on the above agreements and rules, with an aim to help you more clearly understand, better abide by the relevant agreements and rules, and thus operate on the Weixin Mini Program Platform more smoothly, without modifying or altering any clause of the above agreements and rules. If we believe that your Weixin Mini Program violates our terms, relevant platform rules or laws and regulations, or has an impact on the Weixin Official Account Platform and the Weixin Open Platform, Weixin has the right to take coercive measures against your Weixin Mini Program, including but not limited to restricting your Weixin Mini Program to access to platform functions, blocking your Mini Program, requesting you to delete the data, terminating agreements, etc.
# 1. Regulations on Registration and Submission
1.1 Provide users with effective contact information such as links or e-mail of the developer.
1.2 Provide the platform with a Weixin ID of the administrator to contact the developer, which must be true and effective.
1.3 The Weixin Mini Program you submit shall not be associated to a website, application, product or service that you do not have full legal rights or full authorization.
1.4 To ensure the stability of the platform and the safety of other users, we will ask you to provide corresponding materials, make modifications, supplements and adjustments during the whole process of submitting and operating Weixin Mini Programs. You shall assist us in the examination according to our requirements. Otherwise, the examination results will be affected.
1.5 Batch registration and repeated submission of massive similar Weixin Mini Programs are not allowed.
1.6 Submission of multiple identical or hugely homogeneous Weixin Mini Programs are not allowed.
# 2. Regulations on Basic Information
2.1 The name, icon, introduction, description and other information of a Weixin Mini Program shall not contain politically sensitive, pornographic, violent, bloody, terror-related content or any other illegal content that is forbidden by state laws and regulations. Without authorization, Weixin Mini Programs shall not use trademarks, brand logos and other contents, information and special marks similar thereto for which a third party is entitled to legitimate rights and interests and include content infringing upon the intellectual property rights and other rights of others (including but not limited to portrait rights, reputation rights, privacy rights, name rights, etc.).
2.2 Icons of Weixin Mini Programs must be clear and shall not contain other watermark information.
2.3 You shall clearly describe the functions of your Weixin Mini Program, accurately reflect its core experience, and keep it up to date.
2.4 The name, icon, introduction and other basic information of your Weixin Mini Program must be associated to each other.
2.5 The name, introduction and description of your Weixin Mini Program shall not contain commercial terms, popular Official Account or Mini Program names, popular application names, popular terms, phrases such as "national-level" and "superlative" that are explicitly forbidden by the new advertising law and other terms that are unrelated to the function or content of the Mini Program, thus interfering with the search results.
2.6 A Weixin Mini Program shall not be named after generalized inductive words such as phone, mail, calendar, fighting the landlord, mahjong, etc., which are common and not identifiable, thus interfering with the search results.
2.7 Without proper reason, the name, introduction and description of a Mini Program shall not be identical to or confusable with existing Mini Programs or official accounts, and shall not escape or bypass the rules and regulations for Weixin Mini Programs by any means such as adding meaningless letters and symbols.
2.8 The use of the name, icon, introduction, description, function and other information of Weixin Mini Programs that are not completely consistent with the entity information shall not cause the following confusion, misunderstanding, inappropriate association or influence to users:
(1) Think the Mini Program is developed and operated by a relevant governmental organization, public institution, social organization and other organization;
(2) Think the Mini Program is developed and operated by an organization with the background and color of relevant governmental organization, public institution, social organization, etc., even if no corresponding organization objectively exists.
# 3. Regulations on Functional Settings
3.1 The services and contents actually provided by a Weixin Mini Program should be consistent with the introduction of the Mini Program, and there is no hidden category in the Mini Program.
3.2 The core functions of a Weixin Mini Program must be reflected on the homepage of the Mini Program.
3.3 A Weixin Mini Program provides users with basic functional guidelines, which shall be in the forms including description or screenshot.
3.4 The service scope of a Weixin Mini Program shall be consistent with the category and label actually filled in, as well as the services provided by itself, and shall not go beyond the category library scope of the Mini Program Platform. It should be noted that once you select the category of game, you cannot change it into other Mini Program categories.
3.5 The function of a Weixin Mini Program shall not be too simple, and be hugely homogeneous with those of other Weixin Mini Programs.
3.6 Without authorization from Tencent, the addition of a Weixin Mini Program must be free of charge, and no fee-based addition is allowed.
3.7 Functions that are the same as or similar to those of Weixin clients shall not be provided without authorization from Tencent.
3.8 For the Weixin Mini Program categories approved by Tencent, developers may apply to set customer service sub-vendors to provide customer service, and shall manage the legality and standardization of services provided by customer service sub-vendors.
3.9 Without permission or authorization from Tencent, functions of a Mini Program shall not be subject to other Weixin Mini Programs or other applications, i.e. those functions shall not be conditional on the use of other Weixin Mini Programs or other applications; no other Weixin Mini Program or official account may be displayed or recommended without permission or authorization from Tencent.
3.10 You shall set up an infringement complaint mechanism for your Weixin Mini Program to solve right-related disputes among users.
# 4. Regulations on Entities
4.1 The development and operation of a Weixin Mini Program shall comply with laws, regulations and other regulatory documents. If we have good reason to believe that your Mini Program violates laws, regulations or regulatory requirements, we will reject it.
4.2 You shall provide relevant qualification documents such as materials for approval and filing according to our requirements. Otherwise, we have reason to believe that the Weixin Mini Program you submitted violates laws, regulations or regulatory requirements.
4.3 If we have good reason to believe that you are engaging in illegal activities or are providing convenience and assistance for such activities through your Mini Program, we will reject it.
4.4 We have the right to refuse your Mini Program if you issue, disseminate or engage in relevant business activities without obtaining a legal permit or license.
# 5. Regulations on Conducts
5.1 Without the consent or authorization from Tencent, there shall be no inducement in the services provided by a Weixin Mini Program, including but not limited to inducement of sharing, inducement of follow, inducement of downloading, inducement of participating in lucky draw, etc. For example, the Mini Program shall not require users to share, follow or download it prior to operating; shall not require users to share or follow before they can obtain or increase lucky draw opportunities; shall not contain copies, pictures, buttons, etc. that express or imply users to share, follow or download it; shall not induce users to share or disseminate it through beneficial temptation; shall not use exaggerated words to coerce or entice users to share. This includes the following situations:
5.1.1 Force users to share or follow: users can only continue the next step after they share or follow. This includes but not limited to: Users cannot obtain the unlocking functions or capabilities until they share or follow; users cannot view, download pictures or videos, etc. until they share or follow.
5.1.2 Induce users to share or follow through beneficial temptation: users will be rewarded after they share or follow. This includes but not limited to: Users can get gifts (including but not limited to cash, red packet, physical prize, virtual prize, etc.) and obtain or increase lucky draw opportunities after they share or follow.
5.1.3 Coerce or incite users to share or follow: coerce or entice users to share or follow with exaggerated words.
5.1.4 The aforesaid inducement of sharing, inducement of follow, inducement of download and inducement of participating in lucky draw include direct inducement and indirect inducement, including but not limited to the ability to directly unlock or obtain rewards after sharing; users can collect cards or items as a voucher to be rewarded, to participate in lucky draw, and to obtain the ability to unlock after sharing, or other conditions.
5.1.5 Induce users to click into the customer service session with copy and pictures (including but not limited to red packet, lucky draw, virtual voucher, etc.) unrelated to customer service consultation.
5.2 No malicious brushing is allowed.
5.3 Your Mini Program shall not cause users to automatically jump to other Mini Programs without prompting them or giving them the opportunity to conduct a triggering action.
5.4 Without the written consent of Tencent, no plug-ins, add-ons or other illegal third-party tools or services may be used or recommended to access to this service and related system.
5.5 Developers shall not abuse template messages and customer service messages, including but not limited to use these messages to harass users, implement advertising marketing, and send users any copy or picture unrelated to customer service consultation.
5.6 There shall no content that causes Tencent software to fall off the shelf, go offline, stop providing services, be incompatible or be otherwise adversely impacted in the necessary use environment or download channels such as terminal equipment systems, application stores and markets.
5.7 Your Mini Program shall not provide any communication, social and information interaction services that actively set up or guide users to hide, conceal or change their true identities. Once such a behavior is discovered, Weixin has the right to restrict the features of the Mini Program until to block it, and has the right to refuse to provide services to this entity.
5.8 If you do not use an account for a long term after registering it, the corresponding Weixin Mini Program may be terminated, and the e-mail, ID card number, Weixin ID and other information used for registration may be unregistered after the termination.
5.9 Developers shall not conduct multi-echelon distribution fraud through Weixin Mini Programs, and publish distribution information to induce users to add, share or participate directly. Once such a behavior is discovered, Weixin has the right to restrict the features of the Mini Program until to block it, and has the right to refuse to provide services to this entity.
5.10 Without Tencent's written consent, no developer may use Tencent's services to recommend, promote, rank or centrally set jumping and adding platform services for Weixin Mini Programs on its own or jointly with third parties, nor may he/she provide any assistance or convenience for the above actions. Otherwise, Tencent has the right to restrict the features of the relevant Weixin Mini Program until to block it, and has the right to refuse to provide services to this entity.
5.11 Developers shall properly use Tencent's services and not interfere with or improperly use Tencent's services on their own or jointly with third parties, including but not limited to replacing jump pages, traffic hijacking, etc. Otherwise, once such a behavior is discovered, Tencent has the right to restrict the features of the relevant Weixin Mini Program until to block it, and has the right to refuse to provide services to this entity.
5.12 Weixin Mini Programs that provide functions or services of funds collection, payment, settlement and sorting, including but not limited to the functions of red packets, will be rejected whether the developers implement on their own or assist others to implement, unless the developers have obtained relevant legal permit or qualification. In addition, if Tencent believes that there is or may be a risk of fund payment, which may cause losses to Weixin users, it will have the right to request the Weixin Mini Program developer to provide relevant qualification certificates, suspend or permanently stop the operations or services of the Mini Program, and have the right to take legal measures to ensure that the legitimate rights and interests of others are not violated and threatened.
5.13 For Weixin Mini Programs that provide customer service through customer service sub-vendors, the added customer service sub-vendors shall not engage in activities that violate laws, regulations and the platform operation regulations, including but not limited to infringement and fraud. Otherwise, in addition to restricting the capabilities of the customer service sub-vendor, Tencent has the right to restrict the capabilities of the Weixin Mini Program using the capabilities of the customer service sub-vendor until to block it, and has the right to refuse to provide services to this entity.
5.14 Tencent will review the Mini Programs published by developers to the extent of legal right and capability, and developers shall truly, accurately and timely select and submit categories consistent with actual services. Developers shall not escape or hinder Tencent's publishing review by methods including, but not limited to, selecting categories that are not consistent with actual services, modifying or concealing the content of Mini Programs, etc. Otherwise, once Tencent discovers that the categories and service contents actually provided by the Mini Program after it is reviewed and launched are more than and different from those submitted during the publishing review, Tencent has the right to take severe punishment measures for the relevant Mini Program as appropriate, including but not limited to restricting functions, blocking the Mini Program, and refusing to provide services to this entity.
5.15 Weixin Mini Program developers should use the functions, interfaces and capabilities provided by Tencent in a legal, compliant, appropriate and well-intentioned manner, follow the agreement and rules related to Weixin Mini Programs, protect the legitimate rights and interests of Weixin users and other third parties, and comply with Tencent's requirements and suggestions for Weixin Mini Programs. Developers shall not abuse, improperly use or use in bad faith the above-mentioned functions, interfaces, capabilities, etc. on their own or by assisting others, including but not limited to using relevant interfaces, functions, capabilities, etc. to assist third parties to engage in activities that violate the relevant agreements and rules of Weixin Mini Programs. Otherwise, Tencent has the right to temporarily or permanently recover or block the relevant functions, interfaces, capabilities, etc. without notice.
5.16 You shall ensure that the Mini Program (including Mini Game) code you develop or run does not infringe on the legitimate rights and interests of others, nor does it violate the permit requirements of any open source software. You shall not duplicate, use, disseminate or maliciously imitatively write relevant codes without the permission of the owner. As for any disputes arising from same or similar codes, Tencent has the right to use technical means to independently judge the similarity of the codes in question and the malicious degree of infringement and solve the dispute.
# 6. Regulations on Information Content
6.1 Weixin Mini Programs shall not publish, transmit, disseminate or store the following information prohibited by national laws and regulations:
6.1.1 Opposing the basic principles set forth in the Constitution, endangering national security, divulging state secrets, subverting state power, undermining national unity, and damaging national honor and interests.
6.1.2 Opposing the government and society, or having inflammatory political talk, spreading rumors, disrupting social order and undermining social stability.
6.1.3 Inciting ethnic hatred and ethnic discrimination, undermining national unity and national religious policies, and promoting cults and feudal superstition.
6.1.4 Showing real pictures of people or animals killed, maimed, shot, needled or otherwise injured, describing violence or child abuse, or containing contents publicizing violence.
6.1.5 Disseminating obscene, pornographic or vulgar information, including but not limited to naked body pictures, provocative content, etc., or information containing illegal, pornographic transactions.
6.1.6 Containing gambling, guessing and lucky draw information.
6.1.7 Containing false, fraudulent or fake content, including but not limited to false red packets, false activities, false propaganda, counterfeiting Tencent's official website or others' businesses, which may cause confusion among Weixin users.
6.1.8 Publicly insulting or slandering others, exposing others' privacy, and infringing on others' legitimate rights and interests.
6.1.9 Taking liberty to use others' trademark, copyright protected content, etc. without being authorized and infringing others' intellectual property rights.
6.1.10 Any action to convene or incite crimes or that obviously violate the good customs of society.
6.1.11 Any other contents that violate laws and regulations.
6.2 The content of Weixin Mini Programs shall also not contain the following information violating the platform rules:
6.2.1 Mainly aiming at marketing or advertising (for example, containing blank advertising space, investment promotion advertising, etc. ), or floating advertising directly.
6.2.2 Rumors that mislead users, seriously damage user experience and impair users' interests.
6.2.3 Test content.
6.2.4 Disseminating harassing information, malicious marketing, junk information, etc.
6.2.5 There are contents violating any form of service agreement, platform agreement and function agreement signed with Tencent.
6.2.6 There are contents that violate Tencent's management, operation regulations and rules for related software, services and functions.
6.2.7 Other contents involving violation of laws and regulations or platform-related rules.
# 7. Regulations on Mini Programs Nearby
7.1 Weixin Mini Program providers must abide by the principle of good faith in providing Mini Programs Nearby service, and shall not provide the Mini Programs Nearby service in a place that is inconsistent with the place filled in by the developer.
7.2 To ensure users to obtain more optimized Mini Programs Nearby service, Tencent has the right to refuse to provide the Mini Programs Nearby service for the following Weixin Mini Programs:
7.2.1 Providing the development, agency and promotion services for Weixin Mini Programs, including but not limited to the situation that the name and introduction of the Mini Program contain the content such as development, agency and promotion of the Mini Program;
7.2.2 The Weixin Mini Programs that provide network service platforms and use the location of a user within the platform to provide the Mini Programs Nearby service;
7.2.3 Without Tencent's permission, the Mini Programs Nearby service is only used for publicity and promotion, not for actually providing products or services;
7.2.4 Other Weixin Mini Programs that are not suitable for providing the Mini Programs Nearby service.
# 8. Regulations on Web Pages Embedded in Weixin Mini Programs
8.1 Web pages embedded by developers in a Weixin Mini Program must have gone through the filing formalities;
8.2 The services provided by the developer through the embedded web page of the Weixin Mini Program must be consistent with the categories, labels and services filled in for the Weixin Mini Program, and shall not exceed the category library scope of the Mini Program platform;
8.3 Web pages embedded in Weixin Mini Programs by developers shall comply with the Regulations on Content Management of Weixin Outbound URLs and shall not publish, transmit or disseminate information prohibited by national laws and regulations and in violation of platform rules;
8.4 Developers shall not bypass or circumvent the platform rules of Weixin Mini Program by providing embedded web pages;
8.5 Once the developer is found to have violated this article, Weixin has the right to restrict the features of the Weixin Mini Program until to block it, and has the right to refuse to provide services to this entity.
# 9. Regulations on Weixin Mini Program Plug-ins
9.1 Plug-ins provided by developers must comply with laws, regulations or relevant administrative rules. The services provided by developers through plug-ins must be consistent with the categories and labels filled in for the plug-ins and shall not exceed the category library scope of the Mini Program platform. Developers shall not provide plug-ins including but not limited to those of advertising category or provide services including but not limited to advertising through plug-ins.
9.2 In case the plug-in provided by the developer or the service provided through the plug-in requires permit or filing as stipulated by relevant laws and regulations, the developer shall clearly state and submit the corresponding valid permit or filing certificate at the time of submission of the plug-in.
9.3 When developers provide plugins to other Mini Programs, they should ensure that the Mini Program using the plugin has the corresponding valid permit or filing certificate, and has the entity qualification to legally use the plugin.
9.4 When using plugins, users shall guarantee they have the corresponding valid permit or filing certificate of using the plugins, and have the entity qualification to legally use the plugins.
9.5 Developers of plug-ins shall ensure the security and stability of their plug-ins and shall comply with Article 15 "Regulations on Technical Implementation" of this Regulation.
9.6 Neither developers nor users of plug-ins shall bypass or circumvent the platform rules of Weixin Mini Programs by providing services through plug-ins.
9.7 Once a developer or a user of a plugin is found to have violated this article, Weixin has the right to restrict the features of the plugin until to make the plugin off shelf, and has the right to refuse to provide services to this entity. In case the service provided by a plug-in causes damage to Tencent or a third party, the developer and user of the plug-in shall be liable for compensation.
9.8 Tencent is not responsible for guaranteeing the legitimacy, security and performance of plug-ins, the development capabilities of developers and contract performance capabilities of the developers and users. Any disputes arising from the features of plug-ins between plug-in developers and users should be resolved by themselves, and Tencent is not responsible for any compensation or indemnification.
9.9 Without Tencent's permission, plug-in developers shall not use the data (including but not limited to Weixin users' relation chain, service data, user behavior data, etc.) obtained from plug-in services to implement any form of promotion, marketing or advertising on their own or in disguised form, nor shall they provide any help or assistance to plug-in users or any other third parties to implement or implement in disguised form any promotion, marketing or advertising. Without authorization of Tencent, plug-in developers shall not cross-analyze Weixin user profile (including but not limited to user behavior, preferences, interests, etc.) using data obtained from plug-in services, nor shall they provide help and assistance to any third party to implement the above cross-analysis behavior.
9.10 Plug-in developers and users who provide payment services to Weixin users shall comply with the relevant requirements of laws and regulations for payment services and shall not engage in any illegal and unconformable acts including but not limited to operating payment services without a license, illegally absorbing public deposits, fund-raising fraud, etc., nor shall they provide help and assistance for such acts.
# 10. Weixin Mini Program·Cloud Base Service Specifications
10.1 Weixin Mini Program Cloud Base Service (also referred to as "Mini Program Cloud Base") is a system service composed of various products and services, based on Tencent Cloud Base products and specially provided by Tencent Cloud for Weixin Mini Program Developers, including Computing and Network, Storage and CDN, Cloud Database, Cloud Security, Monitoring and Management, Domain Name Service, Mobile and Communication, Video Service, Big Data and AI, in order to meet the demand of information storage space, etc. of Mini Program Development.
10.2 Weixin Mini Program developers can choose whether to use Mini Program Cloud Base. When chose, they should follow the specifications in this chapter and relevant protocols and rules of various technical services provided by the Tencent Cloud.
10.3 According to technical requirements, if Weixin Mini Program developers choose to use Mini Program Cloud Base: (1) You agree that the registration information of Mini Program (including but not limited to entity information and administrator information) will be used for the initialization of Cloud Service, i.e. synchronously authorizing Tencent Cloud for account registration and identity verification. The above information is only used for the account registration and identity verification of Tencent Cloud, which won't be used for other business scenarios in any other manner; meanwhile, you have read and accept the Tencent Cloud Service Agreement and the related Service Level Agreement (SLA). (2) If you choose to use Mini Program Cloud Base, you authorize the Tencent Cloud Base (TCB) service to access the relevant database, object storage, cloud functions and other cloud resources under your Tencent Cloud account. (3) You understand and agree that Tencent Cloud services that you obtained through this Rule or the Tencent Cloud Service Agreement are only for your use in accordance with the Tencent Cloud Service Agreement and/or relevant rules of Tencent Cloud. Without the explicit written consent of Tencent Cloud, you may not transfer, lend, or authorize others to use Tencent Cloud services, or use them beyond the scope established under the agreement and rules. Otherwise, any legal consequences and/or responsibilities arising therefrom shall be borne by you. Any loss thereby caused to Tencent Cloud will be compensated by you. (4) You agree to make necessary data backup and provide backup data in time when the data was interrupted, damaged or lost due to the reasons stipulated in limitation clause under the Tencent Cloud Service Agreement, so as to reduce service interruption time and accelerate the restoration of service. For any service interruption or data damage or loss resulting from the negligence of keeping necessary backup, Tencent Cloud shall be exempted from liability to the maximum extent permitted by law.
10.4 Weixin Mini Program developers must ensure that they have obtained legal business qualifications in accordance with the relevant provisions of the state and have the right to operate their products and services in accordance with the law. If the state and local authorities require the permission or filing of Weixin Mini Program access according to relevant laws and regulations, Weixin Mini Program developers should explicitly explain and submit the corresponding valid license or filing certificate, otherwise Tencent has the right to refuse to provide network access and other services.
10.5 When using Mini Program Cloud Base, the Weixin Mini Program developers must comply with all applicable laws, regulations, rules and policies, keep the Internet in good order and safeguard Internet security; you must not engage in, or facilitate, any activities that constitute a violation of laws and regulations, including but not limited to:
10.5.1 activities that: jeopardize national security, reputation or interests; incite subversion of state power; overthrow the socialist system; incite division of state and sabotage national unity; advocate terrorism or extremism; incite ethnic hatred or discrimination;
10.5.2 deceptive, false or misleading practices, or practices that infringe the intellectual property rights or legitimate rights and interests of others, such as using "private servers" or "plug-ins";
10.5.3 the publishing or dissemination of spam or unlawful content that disrupt national order, jeopardize national security, or advocate feudal superstitions, obscenity, pornography or vulgarity;
10.5.4 violation of operating rules relating to networks, devices or services linked to the Tencent Cloud network; unlawful or unauthorized access, misappropriation, interference or surveillance;
10.5.5 any actual or attempted sabotage of network security, including but not limited to performing malicious scanning of websites and servers, hacking into a system, or unlawfully accessing data by using viruses, Trojans or malicious codes, phishing and so forth;
10.5.6 any actual or attempted modification of system configuration set by Tencent Cloud Services or any actual or attempted sabotage of system security; using technological means to undermine or disrupt the operation or others' use of Tencent Cloud Services; any actual or attempted disruption of the normal operation of any products of Tencent Cloud or any part or functions thereof in any way, or the production, publishing or dissemination of such tools or methods;
10.5.7 your being frequently attacked (including but not limited to DDoS attacks) as a result of the provision of services, including but not limited to "DNS resolution", "security services", "domain name proxy" and "reverse proxy", and failing to correct your practices in a timely manner, or failing to eliminate the effects as requested by Tencent Cloud, thereby causing an impact on the Tencent Cloud Services platform or on others;
10.5.8 activities including but not limited to unlicensed transaction of payment business, illegal absorbing public savings, fraudulent fund-raising, gambling and other illegal activities, or providing help and assistance for such activities.
10.6 You shall not install or use any pirated software on Mini Program Cloud Base, and shall take security measures to protect your computer information systems as required under applicable PRC rules, including but not limited to installing State-approved security products specifically designed for computer information systems.
10.7 You know clearly that the platform will not attempt to access or disclose the data you stored by using Mini Program Cloud Base, and you will manage your own access and usage rights to customer data according to the relevant services of Tencent Cloud. Therefore, you shall independently assume full legal responsibility for the content, information, behavior involved in the Mini Program Cloud Base. However, it is still possible for the platform to discover the suspected illegal behaviors occurred in the process of the Mini Program Cloud Base on the basis of reports and complaints from users during the operation of your Mini Program. Once the Weixin Mini Program developers are found to have violated this rule, they must handle those suspected illegal content in a timely and effective manner according to the instruction of the platform. Meanwhile, Tencent has the right to restrict its features until it is removed off the shelf, and refuse to provide services to such entities. In case of damage to Tencent or a third-party, Weixin Mini Program developers shall be fully responsible for its compensation.
10.8 Tencent won't assume any degree of defect liability regarding the legality, security and performance, the development capability and the performance capability of Weixin Mini Program developers when using the Mini Program Cloud Base. Any dispute between Weixin Mini Program developers and any third parties over the Mini Program Cloud Base functions shall be resolved by developers themselves, and Tencent shall not be liable for any compensation or compensation.
# 11. User Generated Content Specification
11.1 Do not publish any content on behalf of users without their permission.
11.2 The service providers of Weixin Mini Program shall set up a mechanism to filter illegal and irregular information content to ensure that user generated content conforms to the specification of information content.
11.3 It is necessary to provide a timely response mechanism when there is improper content in the reported Weixin Mini Program.
# 12. Trademarks and Trade Dress
12.1 Weixin Mini Program must comply with laws and regulations related to intellectual properties including trademarks and copyrights, as well as Tencent's rules in relation to the use of intellectual property rights.
12.2 When using other's trademarks, copyrighted content and other content related to the intellectual property rights of any other person, you shall truthfully state when applying for the account, and provide relevant ownership certificates or authorization as required. For people who are not right-holders or who are unauthorized, they shall not use the content of legal intellectual property rights enjoyed by others.
12.3 For those official accounts which don't belong to Tencent, it is forbidden to show any words which are identical (like'腾讯', '微信', 'Tencent', 'Weixin', 'QQ', etc.) or similar (like 腾迅, tencet, wecha) to the existing intellectual property content of Tencent, or show any content that is easily confused with the existing product design theme, appearance, etc. of Tencent in the account name and output content.
12.4 For the Weixin Mini Program that is not actually operated by Tencent, it is not allowed to mislead or imply users that Tencent Company is the operator of that Weixin Mini Program, or that Tencent recognizes its quality, service or has a cooperative relationship with such program in any form.
# 13. Availability and Integrity Specifications
13.1 The submitted Weixin Mini Program should be a finished product, which is available and operational, and should not be a beta version.
13.2 Weixin Mini Program should not cause the Weixin client or the program itself to crash.
13.3 Any serious bugs should be avoided (e.g. unable to add and open, unable to return and exit, serious lagging, etc.).
13.4 Developers should guarantee the smooth, stable and secure use of the released Weixin Mini Program. If the service provided to users is interrupted due to Weixin Mini Program's own reasons and cannot be repaired within a reasonable period considered by the Tencent, Tencent has the right to take measures including but not limited to temporary closure, thus maintaining a good user experience.
13.5 If there is an account relationship or payment content in the Mini Program, it is necessary to provide the test number, including the account number and password, to ensure that the reviewer can experience all functions.
# 14. User Privacy and Data Specifications
14.1 Data Collection and Storage
14.1.1 Before collecting user data, it is necessary to be agreed with the user and truthfully disclose relevant information such as the purpose and use scope of data to the user.
14.1.2 Do not illegally collect or steal user passwords or other personal data.
14.1.3 Except as required by relevant laws or agreed by users, you may not require them to enter personal information (mobile number, date of birth, etc.) to use their functions, or collect their passwords or personal information (including but not limited to mobile number, ID number, date of birth, address, etc.).
14.1.4 When requested by the user, you should delete all data received about the user, unless you have the right to keep such data according to laws and regulations.
14.1.5 If you stop using Weixin Mini Program, you should immediately delete all user data received from Weixin and Weixin Mini Program.
14.2 Data Use
14.2.1 It is not allowed to display the user's information like Weixin account, name, QQ, mobile number, email address and date of birth to other users of Weixin Mini Program or any third party.
14.2.2 It is not allowed to apply user's information like Weixin account, name, QQ, mobile number, email address and date of birth for any purposes unauthorized by users or Weixin platform.
14.2.3 It is not allowed to reverse search, track, associate, mine, obtain or use the user's Weixin account, name, QQ, mobile number, email address and date of birth and other information to engage in activities that are not related to the identity publicized by Weixin Mini Program.
14.2.4 It is not allowed to copy, store, use or transfer user data without the explicit consent of the user or without truthfully disclosing relevant information such as the purpose and use scope of data to the user.
14.2.5 Data received through Weixin should be kept up to date and used to improve the user experience of Weixin Mini Programs.
14.2.6 Without the authorization or permission of Tencent, the data of Weixin Mini Program may not be added to the search engine or directory, or the search functions of Weixin Mini Program may be added to the Weixin Mini Program.
14.2.7 Without the authorization or permission of Tencent, data received from Weixin and Weixin Mini Program may not be used to make decisions concerning qualifications, including whether to approve or reject an application or how much interest to charge on a loan.
14.2.8 If your Weixin Mini Program is acquired or merged by a third-party, the data you receive from Weixin and Weixin Mini Program can only continue to be used in your Weixin Mini Program.
14.2.9 Without the consent of Tencent, you shall not collect, store, grab, obtain or require user to provide information including but not limited to information content from Weixin or its service platform, user data and other data deemed by Tencent as sensitive information (including but not limited to Weixin account, Weixin password, QQ account, QQ password, user relationship chain, friend list data, bank account and password, etc.), nor shall the aforementioned data legally obtained be provided to their users and customers for creating, supplementing or maintaining their own relationship chain.
14.3 Data Security
14.3.1 Please keep your account, password and secret key carefully.
14.3.2 If you need to use the service from a third-party partner, you should sign a contract with the partner to protect any information you obtain from the Weixin, restrict its use of such information, and maintain its confidentiality.
14.3.3 You shall not require users to reduce the security level of operating system of mobile phone (such as iPhone jailbreaking, Android root, etc.) before they can use relevant functions.
14.3.4 Without the user's permission, Weixin Mini Program shall not leak, provide or disclose the collected user data to any third party or license them to obtain such data in any form.
14.3.5 After collecting the user data, Weixin Mini Program shall take necessary, reasonable and effective security measures to prevent any form of user data from damage caused by theft, leakage, disclosure and other events.
14.3.6 After collecting the user data, if any form of user data is stolen, leaked or disclosed, Weixin Mini Program shall immediately take legal and effective measures to prevent the damage result from expanding and report to relevant departments according to law.
14.3.7 User data collected in a particular Weixin Mini Program can only be used in that particular Weixin Mini Program and cannot be used beyond that particular Weixin Mini Program or for any other purpose, even if you may have registered more than two Weixin Mini Programs at the same time.
14.3.8 After terminating or being terminated from using Weixin Mini Program services, you should take legal and effective measures to delete all acquired user data within 24 hours in an unrecoverable and irrevocably way, unless you have obtained the user's written and explicit consent in advance that you are authorized to remain such data.
14.3.9 Weixin Mini Program shall enable users to modify and delete user data, ensure that users can complete the deletion of their user data through this way, and ensure that the relevant data can be completely deleted in an unrecoverable and irrevocable way.
14.4 Geographical Location
14.4.1 The Mini Program that has not notified the user and gained his/her consent before collecting, transmitting or using the geographic location data will be rejected.
14.4.2 The Weixin Mini Program that uses the geographic location-based API for the automatic control or autonomous control of vehicles, planes or other equipment will be rejected.
14.4.3 The Weixin Mini Program uses the geographic location-based API for scheduling, fleet management or emergency services will be rejected.
14.4.4 Geographic location data can only be provided to the Mini Program that must base on the user's geographic location to provide services, and such geographic location data can only be used for directly related functions or services provided by the Weixin Mini Program, nor can it be publicly displayed to other users.
# 15. Mini Program Payment Specification
15.1 If payment occurs in the Weixin Mini Program, clear instructions should be given in the introduction of the Weixin Mini Program.
15.2 Before the payment, you need to give a clear prompt to the user on the page.
15.3 Without the permission of Tencent, WeChat Pay may not be used for donation and collection.
15.4 When there is a payment function on the platform of Weixin Mini Program, it shall be carried out in accordance with the provisions of laws, regulations and other normative documents, and shall not make illegal absorbing public savings, fraudulent fund-raising and other illegal and criminal acts, or provide assistance for such illegal and criminal acts.
15.5 For those who uses the third-party payment tools provided by Tencent such as WeChat Pay, they shall abide by service agreement and platform rules such as the WeChat Pay Service Agreement and WeChat Pay User Service Agreement.
15.6 Under the Apple's iOS system, Weixin Mini Program cannot provide purchase payment for virtual items, should not display payment function, or should not link to external web pages or APP to realize payment function. For details, please refer to the agreement specifications regarding terminal equipment systems, application stores, market, etc., including the Apple Developer Program License Agreement and App Store Audit Guide.
# 16. Technical Implementation Specifications
16.1 You shall abide by the rules and conventions in the development documents and development specifications of Weixin Mini Program.
16.2 Weixin Mini Program developers allow and authorize the Weixin team to conduct vulnerability security tests on their submitted code.
16.3 System Security Requirements
16.3.1 It is strictly prohibited to take advantage of technical loopholes in the mobile phone system, Weixin or other softwares or hardwares. Once discovered, the account qualification of such Weixin Mini Program will be canceled.
16.3.2 Do not install or run programs with other executable code.
16.3.3 Do not use Weixin Mini Program to disseminate virus.
16.4 API Use
16.4.1 Do not use the non-public API programs.
16.4.2 The Weixin team can reserve the right to reclaim the interface by using the API under internal testing.
16.4.3 Don't illegally (cross-entities) use the API of other third-party applications.
16.4.4 Without the permission of Tencent, do not sell, transfer or delegate our code, API or tools to others.
16.4.5 No SDK or its components may be modified, translated or reverse engineered, nor may it be used to make derivative products.
16.5 Other Requirements
16.5.1 When performing multiple tasks, the background service can only be used for several purposes: VoIP, audio playback, geographical location, task completion and local alerts.
16.5.2 The elements and behaviors of original user interface (such as volume increase or decrease, mute switch or others) shall not be changed.
16.5.3 It is forbidden to play video, music, voice message and other multimedia functions automatically.
16.5.4 Do not use the recording function without the user's knowledge.
16.5.5 You are not allowed to provide any critical and sensitive parameters, permissions or data including but not limited to appsecret and account password to any third party without permission from Tencent, except the way provided by Tencent, i.e. using the third-party service through Weixin Open Platform.
16.6 Authorization Login
16.6.1 When there exists an account system in Weixin Mini Program, the Weixin Authorization Login must be provided.
16.6.2 If users choose to refuse authorization, you can remind them again after users show their intention to grant such permission to you.
16.6.3 An Exit option that is functional and easy-to-find should be provided.
16.6.4 After user refuses authorization, the developer has the obligation to clear and stop using the user's Weixin profile, alias and other data.
16.7 File Downloading
16.7.1 Users need to be explicitly prompted to upload files through the uploadfile interface, who are not allowed to upload the same file multiple times.
16.7.2 With the mobile network, the downloadfile interface cannot be used to download too many files without the user's knowledge.
16.8 Templated Message
16.8.1 The use of templated messages must comply with the templated message specification of Weixin Mini Program.
16.8.2 It is prohibited to maliciously mislead the user to carry out triggering operation in order to achieve the purpose of issuing the template to the user.
16.8.3 No malicious harassment shall be allowed and templates that might harass users shall not be issued.
16.8.4 No malicious marketing shall be allowed and templates for marketing purposes shall not be issued.
# 17. The UI Specification of Mini Programs
17.1 Comply with the design specifications of Weixin Mini Program.
17.2 Keep the appearance and functions of Weixin and do not provide a user experience that changes the appearance and functions of Weixin.
17.3 Keep all pictures and text concise and do not use text to block pictures.
17.4 The icon recommends using a colored background.
17.5 The flyout and popup in the Weixin Mini Program page can be closed.
17.6 Do not imitate the system notification or warning to induce users to click.
17.7 When pulling down the Mini Program page, the account name should be clearly visible should not be obscured by the background color.
17.8 The sharing style, content, structure and appearance of the Mini Program card page shall not have the same, similar or confusing effect in any form with the demo picture and text of functions like red packet provided by Tencent.
# III. Weixin Mini Games Special Specification
Weixin Mini Games refers to a Mini Program that selects the game category of Mini Program and provides game services. If you are a Weixin Mini Game developer, in addition to complying with all the above operating specifications of Mini Programs, you should also comply with the following special specifications for Weixin Mini Games:
# 1. The Selection Specification of Game Category
1.1 If you need to develop a Mini Game, please select the game category. Once you have selected the game category, such category cannot be changed to other Mini Program categories.
1.2 When selecting game category, all kinds of qualification documents required by national laws and regulations shall be provided.
1.3 Do not submit malicious Mini Games, Mini Games with high similarity to the backend development template, and Mini Games suspected of copying existing game products; Do not provide multiple games whose rules, contents and functions are basically the same by simply modifying the game art design, visual effects, UI, elements and materials.
1.4 If the Mini Game has the external authorization of its software copyright, you should provide Tencent with complete, authentic, effective and clear authorization documents, and Tencent will determine the only Mini Game to be released on-line according to the authorization content. If the licensor allows multiple entities to submit and operate Mini Games at the same time, the first submitted one shall prevail. After the first Mini Game submitted is released online, the subsequent release applications submitted by related entities for the same or similar Mini Games will not be accepted. The resulting dispute shall be settled through negotiation between you and the authorized parties, which has nothing to do with Tencent.
# 2. Specification for Game Content
2.1 Game Name
2.1.1 Names involving famous people, places, major historical events, etc. shall not contain any distortion of relevant information;
2.1.2 Do not use controversial issues like politics, religion, violent terrorism as names;
2.1.3 Do not contain or imply any illegal, criminal, violent, pornographic, vulgar content or content contrary to social ethics in names.
2.2 Game Background
2.2.1 If the background content is based on history, it is not allowed to maliciously falsify historical events or subvert the reputation of historical figures.
2.3 Game Music and Sound Effect
2.3.1 Music shall comply with the laws and regulations regarding the state copyright management, shall not infringe other's copyright, and shall not provide illegal download services;
2.3.2 Music shall not contain lyrics, pictures, music and sound effects that have excessive horror elements and are detrimental to the physical and mental health.
2.4 Game Scene
2.4.1 Do not show any horrific, bloody, abnormal and erotic environments or scenes that are detrimental to the physical and mental health;
2.4.2 Do not render bloody terrorist content, and do not highlight and make a large number of pictures of blood, residual limbs, corpses, skeletons, etc.
2.5 The Entertainment Function of Games
2.5.1 Do not provide gambling or functions propagating gambling, and do not show any gambling promotion games including Zajinhua, Five-card stud, Baccarat, Blackjack and Horse Betting.
2.5.2 Do not induce users to acquire Mini Game products and services by putting legal tender or virtual currencies of online games through random sampling and other accidental methods.
2.5.3 Do not collect the commission related to the losing and winning of games, or indirectly collect such commission by means of Virtual Currency, etc.
2.5.4 Do not set compulsory battle mode without user's consent.
2.6 Information Identification
2.6.1 The approval number, ISBN number and copyright registration number shall be prominently marked on the start screen of the game.

2.8.1 You shall ensure that the content of those developed and operated Mini Games complies with the laws and regulations, and any content therein shall not infringe upon other's legitimate rights and interests, including but not limited to the code package content, fine arts, music, special effects, etc.
# 3. The Payment Specification for Mini Games Virtual Props
3.1 Mini Games Virtual Props are the collective name for game props, game equipment and game coins that can be purchased by users through legal tender or designated virtual currency. You expressly understand and agree that users only purchase the right to use Mini Game Virtual Props so as to effectively protect Weixin users' and your legitimate rights and interests.
3.2 In order to protect users' financial security and property rights, you should provide them with purchase payment methods approved by Tencent, and should not provide or indirectly provide in any other forms (including but not limited to offline recharge and welfare props)that are inconsistent with the content of relevant agreements signed with Tencent, and related rules and regulations published by Tencent.
3.3 Currently, the purchase of Mini Games Virtual Props under Apple iOS system is not supported by Mini Games, and it is prohibited to exchange Mini Games Virtual Props purchased by users within different mobile phone operating systems in any form.
3.4 You should ensure that the Mini Games Virtual Props you provide to the users are legal and valid, and you should not set an expiry date for the Mini Games Virtual Props purchased by the users.
3.5 In order to protect the legitimate rights and interests of users, Tencent reserves the right to extend the settlement period of funds paid by users under the following circumstances:
3.5.1 Your Mini Games are developed for special categories purpose such as chess and cards.
3.5.2 The Mini Games you developed may be in violation of national laws and regulations.
3.5.3 The Mini Games you developed may go against the Tencent's relevant regulations.
3.5.4 The Mini Games you developed are complained by and in dispute with users.
3.5.5 The Mini Games you developed are investigated by the government agency or are in the process of litigation and arbitration.
3.5.6 Other circumstances that may affect the legitimate rights and interests of users.
3.5.7 If the above circumstances continue to occur after the expiration of the extended settlement period (except for the Section 3.5.1), or if Tencent has confirmed that the Mini Games you developed are harmful to the legitimate rights and interests of users or violate the related laws and regulations, Tencent has the right to suspend the payment of the remaining settlement funds immediately; At the same time, Tencent has the right to deduct the remaining funds as the breach penalty or damages and won't return them. If the remaining funds are not enough to offset Tencent's losses, Tencent has the right to continue to recover such debts from you.
3.6 You understand and agree that, with the purpose of protecting the legitimate rights and interests of users, complying with relevant laws and regulations or responding to regulatory policies, Tencent reserves the right to adjust the upper limit of payment amount and close the relevant payment capacity on the purchase and payment interfaces of Mini Games Virtual Props.
# 4. Mini Games User Service Specification
4.1 You should establish convenient and effective user service and complaint channels for Mini Game users, and provide effective methods to handle disputes and contact information.
4.2 If you terminate the operation of Mini Games, or the operation right of Mini Games is transferred, you should notify Tencent before 60 natural days and announce it to users in an effective way. The game virtual props that the user has not yet used and game services that have not yet expired shall be returned in legal tender or other ways accepted by the user in accordance with the proportion at the time of purchase; When the operation right is transferred, you should assist the new operator to jointly protect the legitimate rights and interests of users arising from the use of the game.
4.3 If you have established a User Service Agreement or terms and regulations with the same legal effect for the developed Mini Games, the relevant agreements and regulations shall not contravene the Tencent Games User Agreement, the Operating Specifications of Weixin Mini Program Platform and Tencent's relevant documents, rules and regulations, otherwise the relevant agreements and regulations shall be invalid.
# 5. Protection of Minors
5.1 You should take various measures to effectively protect the legitimate rights and interests of minors, including but not limited to adding an age appropriate prompt on the game interface and implementing the anti-addiction system for minors.
# IV. Complaints and Penalties
To ensure the effectiveness of the platform’s management measures, and to avoid bypassing, circumventing or countering the management of the platform by registering different accounts, setting up or using different entities for registration, etc., in the circumstances that the same entity, or its affiliate(s) (including but not limited to parent-subsidiary relationship, head-branch relationship, direct or indirect controlling relationship, including direct or indirect controlling relationship between the actual controller, directors, supervisors, senior management of the entity and the affiliate and vice versa, VIE structure controlled by agreement, or existence of other affiliated relationship confirmed or concluded by the disclosure of securities market, official propaganda, etc.) violates, separately or collectively multiple times, the applicable laws, regulations, rules or relevant agreements in connection with the Services, Tencent, at its discretion, is entitled not to provide appeal channels and has the right to terminate or reject any provision of the Services to such entity(s).
# V. Local Laws and Specifications Shall be Followed
You should follow local laws and regulations and respect local ethics and customs when using Weixin Mini Program platform services. If your behavior violates local laws, regulations or morals, you should undertake liability independently.
Weixin Mini Program developers should avoid involving Tencent into political and public events due to the use of this service, otherwise Tencent has the right to suspend or terminate its service to you.
# VI. Disclaimer of Mini Program Platform Operation Specifications
Weixin Mini Program developers clearly understand and agree that Tencent does not provide any kind of express or implied warranties or conditions regarding Weixin Mini Program services, including but not limited to commercial marketability, applicability for specific purposes, etc. You shall assume all corresponding risks resulting from the use of Weixin Mini Program.
