你好，经查询该小程序wxf0c563a6cf5ff157尚未将 [142] 小程序发货管理服务 权限集授予该第三方平台wx8fc696148f3c0b2a。请完成授权后再进行调用。此外，可以通过该接口https://developers.weixin.qq.com/doc/oplatform/openApi/OpenApiDoc/authorization-management/getAuthorizerInfo.html 查询对应的公众号或者小程序是否将权限授给第三方。
