这里面的appid，说是小程序ID，我们公司暂时没有小程序，必须要有小程序才能使用这个接口吗？
您没看明白
1、这是公众号模板消息发送接口。
2、发送的模板消息是在公众号中查看。不过可以设置用点击模板消息是否跳转
3、如果支持跳转，可以跳转到H5或小程序。所以你发的这个小程序APPID这里，如果你要跳转小程序就需要配置。如果没有小程序（不需要跳转）可以不传参。
