当前如果需要下发公众号模板消息，可使用「公众号模板消息接口」，需要注意的是要使用已认证服务号token和公众号openid才能下发，请勿使用小程序token调用公众号接口，可参考文档：https://developers.weixin.qq.com/doc/offiaccount/Message_Management/Template_Message_Interface.html
