1.可以确认我们的应用有这个接口权限(登录开发者后台在对应的应用中看到配置了这个接口权限，对应权限是138、141)

2.https://developers.weixin.qq.com/doc/oplatform/partner/service_market/provider_guideline/enter_guideline/sph_enter_guideline.html 这个授权文档里写微信会将相关权限静默授权给服务商
