一直报这个错，首先说一下，我这边的情况

2. 参照了 权限集常见排错指南 https://developers.weixin.qq.com/doc/oplatform/Third-party_Platforms/2.0/troubleshooting/third_party_authority_instructions_troubleshooting.html
3. 授权用户的授权权限集, 权限集是之前已授权过，不存在重新授权的思路，如下图

综上情况，还是一直报这个错
