scroll-view 组件在 enhanced 属性开启后在 iOS 13 上的 BUG

当 enhanced 开启时，切换 scroll-y 后即使 scroll-y 为 true 也无法滚动该 scroll-view 注意：此 BUG 仅在 iOS 13 上复现，iOS 14 上正常，Android 上正常。
