# Measures for the Administration of Single-Use Commercial Prepaid Cards (for Trial Implementation)

(Issued by the Order No. 9 of the Ministry of Commerce on August 24, 2012, amended in accordance with the Decision of the Ministry of Commerce on Repealing and Amending Some Rules and Regulatory Documents by the Order No. 2 [2016] of the Ministry of Commerce on August 18, 2016, and shall come into force on the date of issuance. ） Article 5 The Ministry of Commerce is responsible for the administration of the single-purpose card industry nationwide. The competent commerce departments of the local people's governments at or above the county level shall be responsible for the supervision and administration of single-purpose cards within their respective administrative regions. Article 7 The card issuing enterprise shall, within 30 days from the date of carrying out the single-purpose card business, go through the recordation formalities in accordance with the following provisions:

(1) Group card issuing enterprises and brand card issuing enterprises shall be filed with the competent commerce department of the people's government of the province, autonomous region or municipality directly under the Central Government at the place of their industrial and commercial registration

(2) The large-scale card issuing enterprise shall be put on record with the competent commerce department of the people's government of the districted city at the place of industrial and commercial registration

(3) Other card-issuing enterprises shall be put on record with the competent commerce department of the people's government of the county (city, district) where they are registered for industry and commerce.
