# Sanitary License for Domestic Cosmetics for Special Purposes

China implements classified management of cosmetics according to the principle of risk management. According to the Cosmetic Hygiene Supervision Regulations, cosmetics are divided into two categories: special purpose cosmetics and non-special purpose cosmetics. Article 10 of the Regulations stipulates that special purpose cosmetics refer to cosmetics used for hair breeding, hair dyeing, perm, hair removal, beauty milk, bodybuilding, deodorization, freckle removal and sun protection. These nine categories of cosmetic products used for special purposes are considered to be relatively high risk and are subject to stricter supervision than non-special purpose cosmetic products.
