Weixin Mini Program Verification Guidelines

# 1. Where do I apply for Weixin Verification?

Method 1: Log in to the Weixin Official Accounts Platform and go to Settings > Basic Information > Weixin Verification, and click Details.

Method 2: Log in to the Weixin Official Accounts Platform and go to the Mini Program release process page (for government, media, and other organization accounts).

# 2. How do I apply for Weixin Verification?

# (1) Read and accept the Weixin Official Account Platform Verification Service Agreement (click the check box), and click Next.

# (2) Fill in the information: Select the entity type to verify and submit the verification documents.

After the type is selected, you will enter the page for filling in verification information. The qualification documents required for various types include but are not limited to the following:

  • Company (enterprise legal person): Organization Code Certificate; and Industry and Commerce Business License for Enterprises.

  • Media: Organization Code Certificate; Industry and Commerce Business License for Enterprises or Legal Person Certificate for Public Institutions; radio and television stations shall upload Radio and Television Broadcaster Permit or Radio and Television Channel Permit; newspaper organizations shall upload Newspaper Publishing Permit of the People's Republic of China; journals and magazines shall provide Journal Publication Permit of People's Republic of China; online media shall provide License for Internet News Information Services or Information Network Communication Audio-Video Program Permit.

  • Government and public institutions: Organization Code Certificate.

  • Other organizations - Free (foundations, representative offices in China under foreign governmental bodies): Organization Code Certificate; and relevant registration certificates, approvals, or other supporting materials: funcations shall upload Certificate of Registration as a Legal Entity for Foundations; foreign permanent establishments shall upload approvals from local government authorities; foreign institutions in China shall upload approvals or certificates from relevant authorities in their respective countries.

  • Social groups: Organization Code Certificate; Social Organization Registration Certificate; religious organizations shall provide an approval letter or certificate from a religious affairs administration body.

  • Private non-enterprise units: Organization Code Certificate; Registration Certificate for Private Non-enterprise Units. Non-public training and educational institutions shall submit their own School License. Non-public medical institutions (such as for beauty) shall submit their own Practice License of Medical Institutions.

  • Other organizations: Organization Code Certificate; and related registration certificates, approvals, or other supporting materials.

# (3) Complete the invoice information.

Users can choose to receive either an ordinary invoice (quota invoice) or special VAT invoice. Those who choose special VAT invoices are also required to submit the Tax Registration Certificate (or upload the image of their 3-in-1 business license) and Proof of Bank Account Ownership. The verification agency will carry out qualification review, and Tencent will issue and send the invoices after the qualification review.

# (4) Pay the verification fee with WeChat Pay.

The contact information of the third-party verification agency can be found on the page. During the review process, the company may contact you, and you can also call the company's hotline for consultation if you encounter any issue.

# 3. Description of verification results for Official Accounts

After Tencent and its entrusted third-party verification agency conduct the review as requested by the user, Tencent will notify the user of the verification results which has two likely outcomes, either successful or fail.

If the account is the Weixin app account of the government, media, and other organizations, it must be verified before it can be submitted for release review. Otherwise, it cannot be submitted for release review and cannot be released. If the account is the Weixin app account of an company, it can enjoy most of the initial development and management capabilities once registration is complete. Successful verification is not a prerequisite for submitting an account for release review, unless otherwise provided in the payment feature and other features of Tencent.

# 4. Supported types of verification entities

The following verification entities are supported:

  • Company (enterprise legal persons, non-enterprise legal persons, and representative offices of foreign-owned enterprises in China)

  • Media (public institution media and other media)

  • Government and public institutions

  • Other organizations

# 5. Qualification documents to be submitted by different verification entities

The required qualification documents include but are not limited to the following:

Enterprise legal persons:

Organization Code Certificate; and Industry and Commerce Business License for Enterprises.

Media:

Organization Code Certificate; Industry and Commerce Business License for Enterprises or Legal Person Certificate for Public Institutions; radio and television stations shall upload Radio and Television Broadcaster Permit or Radio and Television Channel Permit; newspaper organizations shall upload Newspaper Publishing Permit of the People's Republic of China; journals and magazines shall provide Journal Publication Permit of People's Republic of China; online media shall provide License for Internet News Information Services or Information Network Communication Audio-Video Program Permit.

Government and public institutions:

Private non-enterprise units:

Other profit organizations:

Organization Code Certificate; and relevant registration certificates, approval documents or other supporting materials.

# 6. What is the purpose of filling in the company's registered bank (corporate account)?

In order to verify the authenticity of the verification entity (enterprise and media) during the verification process, the third-party verification agency will make a small payment to the corporate account provided by the applicant and attach notes to the payment. After receiving the payment, the applicant shall submit the proof of payment receipt via the supplementary materials page of the Weixin Official Account Platform verification for review in a timely manner (the third-party verification agency will guide you through the submission process via telephone).

The payment amount received by the enterprise is used for verification only, and does not need to be returned to the third-party verification agency or Weixin.

# 7. What are the types of admin identity documents?

(1) Resident Identity Card of the People's Republic of China

(2) Mainland China residents without resident identity cards: Temporary Resident Identity Card

It is compulsory to provide the front and back pictures of the above identification document.

# 8. Verification service fee

Government and some organizations (foundations and foreign government offices in China) are eligible to apply for a Weixin account free of charge. Applicants other than those mentioned above, are required to pay a one-off qualification review service fee of 300 CNY each time regardless of the verification results.

# 9. How do I pay the verification service fee?

Only WeChat Pay is supported for the payment of review fee.

# 10. How do I check verification status and result?

Log in to the Official Account Platform, and go to Settings > Weixin Verification > View to view the progress. You can also call the Customer Service hotline of the third-party verification agency to check the review progress.

# 11. How do I request and receive an invoice?

You can choose an invoice type and fill in your mailing address in Step 4 of the verification process. Take note of the following:

(1) Invoice information cannot be modified after submission. Fill in the correct invoice type and mailing address. If an invoice cannot be issued or mailed to a wrong address due to incorrect information, or if you choose not to receive an invoice, no additional invoice will be issued and mailed subsequently.

(2) The ordinary invoice is a quota invoice. The title of the special VAT invoice is the full name of the verification applicant.

(3) The applicant's qualification for receiving special VAT invoices will be reviewed, and the result will be sent to the applicant from the notification center within 7 business days (excluding weekends and statutory holidays).

(4) After the order is complete (including both successful and failed verification results), Tencent will issue and mail an ordinary invoice within 45 days and a special VAT invoice within 80 days.

# 12. How long does it take to pass the verification?

A successful verification depends on whether the documents are submitted (supplemented) completely by the user in a timely manner. Tencent will carry out the qualification review within 15 business days and the user should actively work with Tencent and the third-party verification agency in accordance with the review requirements.

# 13. What could cause a verification to fail?

(1) The enterprise has not legally registered with the Administration for Industry and Commerce.

(2) The operator applies for and works with the Official Account without being authorized by the enterprise.

(3) The operator's ID card information is incorrect.

(4) The information for verification application has been filled in three times without complying with the rules and regulations.

(5) Verification timeout. If the applicant fails to resubmit verification information within 30 calendar days after the rejection of the previous application attempt, the verification is deemed to have timed out and will be considered failed.

# 14. How many Mini Programs can be verified for a single entity?

Individual businesses can verify up to five Mini Programs, whereas other types of entities can verify up to 50 Mini Programs.

# 16. How do I modify the verification information?

No verification information can be modified before annual review.

# 17. Annual review

The "Verified" status of user accounts that have successfully passed account verification shall be effective for one year (starting from the date of the successful verification of the account qualifications). Users who desire to maintain the successful status of the account verification or retain the qualifications for the application for and continuous use of advanced features shall initiate and complete the annual verification within one year since the date of successful account verification. The annual verification procedures and account verification standards are the same as those of the initial verification. In the event that the user fails to complete the annual verification and pass the verification, the user's successful account verification status shall be terminated, and the qualifications for applying for and use of advanced features shall also be canceled.

# 18. Is it possible to change the verification entity (verification applicant) during the verification process?

You cannot change the entity during the verification process. If your enterprise has changed its name, you can provide the relevant certificate of name change issued by the Administration for Industry and Commerce. The verification agency will review and decide whether or not to approve your application for name change.
