# Cosmetics Production License

Article 5 of the Cosmetic Hygiene Supervision Regulation

A sanitary license system shall be implemented for the sanitary supervision of cosmetics manufacturing enterprises. The Hygiene License for Cosmetics Production Enterprises shall be approved and issued by the health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government. The Hygiene License for Cosmetics Production Enterprises is valid for four years and is reviewed once every two years. Units that have not obtained the Hygiene License for Cosmetics Production Enterprises shall not engage in the production of cosmetics.
