For the protection and rational utilization of germplasm resources, This Law is enacted to regulate the behaviour of variety selection and seed production, operation and use, to safeguard the legitimate rights and interests of variety selecters and seed producers, operations and users, to improve the quality of seeds, promote the industrialization of seeds and promote the development of cultivation and forestry.
