Article 1 In order to strengthen the recordation administration of non-special-purpose cosmetics, these Measures are formulated in accordance with the relevant provisions on the supervision and administration of cosmetics.

Article 2 These Measures shall apply to the recordation administration of non-special-purpose cosmetics produced and imported within the territory of the People's Republic of China.

Article 3 The drug regulatory department under the State Council shall be responsible for the recordation administration of imported cosmetics for non-special purposes. The organization of some provinces, autonomous regions and municipal pharmaceutical supervision and management departments that have the corresponding capacity requirements carry out work related to the filing management of imported non-special-purpose cosmetics, and guides provincial, autonomous region and municipal physician supervision and administration departments to carry out the filing administration of domestic non-special purpose cosmetics.
