Article 35 of Administrative Regulations on Publication
An entity which engages in wholesales of publications shall be subject to review and license by the administrative department in charge of publication under the people's government of the province, autonomous region or municipality directly under the Central Government and obtain the Publication Distribution Permit. An entity or sole proprietor which engages in retailing of publications shall be subject to review and license by the administrative department in charge of publication under the people's government of the county and obtain the Publication Distribution Permit.
