Article 13 of the Measures for the Administration of Blood Stations
To carry out blood collection and supply activities, a blood station shall apply to the administrative department of health of the people's government of the province, autonomous region or municipality directly under the Central Government where it is located for practice registration and obtain a Blood Station Practice License. Without obtaining the Practice License of a Blood Station, no blood collection and supply activities shall be carried out.
Article 6 of the Measures for the Administration of Single Plasma Collection Stations
Blood products production units to set up plasma collection stations shall comply with the local planning for setting up plasma collection stations, and be approved by the health and family planning administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
Article 14
Upon examination, the health and family planning administrative department of the provincial people's government shall issue a Plasma Collection License and report it to the National Health and Family Planning Commission for the record within 10 days after the establishment examination and approvalIf the applicant fails to meet the conditions upon examination, it shall notify the applicant in writing of the reasons for disapproval.
