Article 13 of Measures for the Administration of Blood Stations

A blood station shall, when carrying out blood collection and supply activities, apply to the administrative department of health of the local people's government of the province, autonomous region or municipality directly under the Central Government for practice registration, and obtain the "Practicing License of the Blood Station". If it fails to obtain the "Practicing License of the Blood Station", it may not carry out the blood collection and supply activities.

Article 6 of Measures for the Administration of Blood Plasma Collection Stations

Where a blood product manufacturer establishes a blood plasma collection station, such establishment shall conform to the local planning on establishment of blood plasma collection stations and be subject to the approval of the administrative departments of health and family planning of the people's government of the province, autonomous region or municipality directly under the Central Government.

Article 14

The competent department of health and family planning of the provincial-level people's government shall, in the case of a blood plasma collection station conforming to the conditions upon review, issue the Plasmapheresis Permit and file the issuance with the NHFPC for recordation within 10 days from the date of approval; and, in the case of a blood plasma collection station lacking conformity with the conditions upon review, give a written notice of the reasons for disapproval to the applicant.
