Circular of the Ministry of Public Security, the Ministry of Human Resources and Social Security and the State Administration for Industry and Commerce on Enhancing the Unlocking Sector Management and Strictly Fighting the Crimes Committed by Using the Unlocking Technique
The administration for industry and commerce shall strictly examine the registration and reject the application for business license to any unlocking business entity, which does not meet the conditions for business registration. The public security organ shall establish the registration system for the unlocking business entities that have claimed the business licenses in accordance with the law, and their employees to establish archives, register their details and carry out information management.
