# Policy and Regulation Basis

Article 2 of the Provisions on the Administration of Periodical Publication

These Provisions shall apply to periodical publishing activities within the territory of the People's Republic of China. Periodicals shall be published by lawfully established periodical publishing units.
To publish a periodical, a periodical publishing entity must obtain the approval of the General Administration of Press and Publication, hold the serial number of a domestic uniform publication and obtain a License for Periodical Publication.
The term "periodical" as mentioned in these Provisions refers to the serial publications with a fixed name, numbered in volume, issue or year, quarter or month, and published in a certain cycle.
For the purpose of these Provisions, the term "periodical publishing entity" refers to a periodical press established in accordance with the relevant provisions of the State, approved by the General Administration of Press and Publication and having gone through the registration formalities.
Where a legal entity publishes a periodical without establishing a periodical house, the periodical editorial department established by it shall be regarded as the periodical publishing entity.
