Article 4 of the Measures for the Administration of Cultural Relics Auction
Where an auction enterprise established in accordance with the law engages in the auction of cultural relics, it shall obtain a license for the auction of cultural relics issued by the cultural relics administration department of the people's government of the province, autonomous region or municipality directly under the Central Government.
Article 12 of the Measures for the Administration of Auction
Where an enterprise or a branch applies for obtaining a permit to engage in the auction business, it shall first obtain the examination of the competent commerce department at the municipal level at the place where the enterprise or branch is located, report to the competent commerce department at the provincial level for approval and issue a certificate of approval for the auction business.

"Non-commercial Internet information services" refers to the service activities of providing free open and shared information to Internet users through the Internet.
2. Article 7 of the Measures for the Recordation Administration of Non-profit Internet Information Services Those intending to engage in non-operational Internet information services shall truthfully complete the non-operationial Internet information service registration register (hereinafter referred to as "the registration register"), through the Ministry of Information Industry's filing management system, and fulfill the filing procedure.
