Article 8 of the Telecommunications Regulations of the

Telecommunications services are divided into basic telecommunications services and value-added telecommunications services. Basic telecommunications business refers to the business of providing public network infrastructure, public data transmission and basic voice communication services. Value-added telecommunications business refers to the telecommunications and information services provided by public network infrastructure. Article 9 The operation of the basic telecommunications business shall be subject to the examination and approval of the competent department of information industry under the State Council and a License for the Operation of the Basic Telecommunications Business shall be obtained
