Article 15 of the Pawn Management Measures

After receiving the application for establishing a pawn shop or applying for establishing a branch office, the administrative department of commerce at the level of a districted city (prefecture) shall report it to the administrative department of commerce at the provincial level for examination and approval. The provincial commerce administrative department shall submit the examination opinions and application materials to the Ministry of Commerce, which shall approve and issue the Pawn Business License.

Measures for the Administration of Internet Information Services Article 3 Internet information services are divided into operational and non-operational categories. "Non-commercial Internet information services" refers to the service activities of providing free open and shared information to Internet users through the Internet.

Article 8To engage in non-commercial Internet information services, it shall go through the recordation formalities with the telecommunications administrative organ of the province, autonomous region or municipality directly under the Central Government or the competent information industry department of the State Council.
