Article 35 of Food Safety Law of the People's Republic of China

The State implements a licensing system for food production and marketing. To engage in food production, food sales and catering services, a license shall be obtained in accordance with law. However, the sale of edible agricultural products does not require a permit. The food safety supervision and administration departments of the local people's governments at or above the county level shall, in accordance with the Administrative License Law of the People's Republic of China, Examine and verify the relevant materials as required by items (1) to (4) of paragraph 1 of Article 33 of this Law submitted by the applicant, and, if necessary, conduct on-site inspections of the applicant's production and business sitesWhere the prescribed conditions are met, permission is grantedIf the prescribed conditions are not met, permission shall not be granted and the reasons shall be given in writing.

Article 21 of the Implementing Regulations of the People's Republic of China on the Protection of Terrestrial Wildlife

Whoever domesticates and breeds wildlife under special state protection shall hold a license for domestication and breeding. The competent forestry administrative department of the State Council and the competent forestry administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in light of the actual situation and work needs, entrust relevant departments at the same level to examine, approve or issue licenses for domestication and breeding of wildlife under special state protection. Where zoos domesticate and breed wildlife under special state protection, the competent forestry administrative department may entrust the competent construction administrative department at the same level to issue a license for domestication and breeding. The license for domestication and breeding shall be printed by the competent forestry administrative department of the State Council.

Animal Husbandry Law of the People's Republic of China, Article 22

Any entity or individual engaged in the production and operation of breeding livestock or poultry or in the production of commercial brood stock or young poultry shall obtain a permit for the production and operation of breeding livestock or poultry.

Law of the People's Republic of China on the Protection of Wild Animals, Article 27

The sale, purchase and utilization of wildlife under special state protection and the products thereof shall be prohibited. For scientific research, artificial breeding, public exhibitions and performances, cultural relics protection or other special circumstances, it is necessary to sell, Purchases and utilization of wildlife and their products for the national priority protection shall be approved by the competent wildlife protection authorities of the provincial, autonomous and municipal people's governments, and shall obtain and use dedicated markings in accordance with the regulations to ensure traceability, except where otherwise specified by the State Council for the approved authority.
