# Policy and Regulation Basis

Article 11 of the Regulations on the Administration of Veterinary Drugs

Enterprises engaged in veterinary drug production shall comply with the national veterinary drug industry development planning and industrial policies, and meet the following conditions:
(one)Technical personnel of veterinary medicine, pharmacy or related professions suitable for the veterinary drugs produced
(two)Plants and facilities suitable for the veterinary drugs produced
(three)Institutions, personnel, instruments and equipment for veterinary drug quality control and quality inspection that are suitable for the veterinary drugs produced
(four)Meet the safety and health requirements of the production environment
(five)Other production conditions stipulated in the quality management norms for veterinary drug production. Where the conditions as prescribed in the preceding paragraph are met, the applicant may file an application with the veterinary administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government, and attach the certification materials that meet the conditions as prescribed in the preceding paragraphThe veterinary administrative department of the people's government of a province, autonomous region or municipality directly under the Central Government shall complete the examination within 40 working days from the date of receipt of the application. A veterinary drug production license shall be issued to those who pass the examinationDisqualification, the applicant shall be notified in writing.

Article 22 of the Regulations on the Administration of Veterinary Drugs

An enterprise engaging in veterinary drugs shall meet the following conditions:
(one)Veterinary drug technicians suitable for the veterinary drugs they operate
(two)Business premises, equipment and warehouse facilities suitable for the veterinary drugs they deal in
(three)Quality management institutions or personnel suitable for the veterinary drugs they operate
(four)Other business conditions stipulated in the quality management norms for veterinary drug business. If the conditions as prescribed in the preceding paragraph are met, the applicant may file an application with the veterinary administrative department of the people's government of the city or county, and attach the certification materials that meet the conditions as prescribed in the preceding paragraphWhoever deals in veterinary biological products shall file an application with the veterinary administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government, and attach the certification materials that meet the conditions as prescribed in the preceding paragraph. The veterinary administrative department of the local people's government at or above the county level shall complete the examination within 30 working days from the date of receipt of the application. Veterinary drug business license shall be issued to those who pass the examinationDisqualification, the applicant shall be notified in writing.
