# Policy and Regulation Basis

Article 2 of Chapter 1 of the Administrative Provisions on Online Publishing Services

Article 2 These Provisions shall apply to the provision of online publishing services within the territory of the People's Republic of China.

The term "online publishing services" as mentioned in these Provisions refers to the provision of online publications to the public through information networks.

For the purpose of these Provisions, "online publications" means the digital works that are provided to the public through information networks and have the characteristics of editing, production, processing and other publications, and the scope mainly includes:

(one)Original digital works such as words, pictures, maps, games, anime, audio and video books with intellectual and ideological content in the fields of literature, art and science

(two)Digital works that are consistent with the contents of published books, newspapers, periodicals, audio-visual products, electronic publishing, etc.

(three)Digitized works such as a network literature database formed by means of selection, arrangement and collection of the above-mentioned works

(four)Other types of digital works as determined by the State Administration of Press, Publication, Radio, Film and Television.

The specific business classification of online publishing services shall be formulated separately.

Article 7 of Chapter 2 of the Provisions on the Administration of Online Publishing Services

Article 7 To engage in online publishing services, an Online Publishing Service License must be obtained upon approval of the publication administrative department in accordance with the law.
