Implementation Rules for the Licensing Administration of Internet News Information Services Article 3

Through Internet websites, apps, forums, blogs, microblogs, public accounts, Instant communication tools, webcast and other forms to provide Internet news information services to the public, shall obtain an Internet news information service license, and shall prohibit Internet news information service activities without permission or beyond the scope of permission.

Article 3 of the Measures for the Administration of Internet Information Services

Internet information services are divided into operational and non-operational categories. "Non-commercial Internet information services" refers to the service activities of providing free open and shared information to Internet users through the Internet.

Article 8

To engage in non-commercial Internet information services, it shall go through the recordation formalities with the telecommunications administrative organ of the province, autonomous region or municipality directly under the Central Government or the competent information industry department of the State Council.
