Article 3 of the Administrative Measures for Electronic Certification Services
These Measures shall apply to the establishment of electronic certification service institutions and the provision of electronic certification services for electronic signatures within the territory of the People's Republic of China.
Article 6 of the Administrative Measures for Electronic Certification Services
To apply for a license for electronic certification services, the following materials shall be submitted to the Ministry of Industry and Information Technology:
(1) A written application.
(2) Personnel certification.
(3) Duplicate and photocopy of the business license of the enterprise legal person.
(4) Certificate of business place.
(5) The certificates issued by the relevant certification and testing institutions of the state that the technology, equipment and physical environment meet the relevant safety standards of the state.
(6) The certification documents of the state crypto administration institution for approving the use of passwords.
