Detailed Rules for the Examination and Approval of Postal Communication Business (for Trial Implementation)
Article 4 Except as otherwise provided by law, postal communications business shall be subject to the permission of the postal administration, and subject to the supervision and administration of postal administration and other relevant departments.
Article 12 The postal administration shall, within 20 working days from the date of acceptance, review and verify the application materials and make a decision on approval or disapproval. If approved, a certification document shall be issuedIf the approval is not approved, the applicant shall be notified in writing and the reasons shall be explained. If a decision cannot be made within twenty working days, it may be extended for ten working days with the approval of the head of the postal administration, and inform the applicant of the reasons for the extension. Article 13 Business postal communications business approval documents should be clear about the geographical scope and validity period of the license, and indicate the specific service links.
