Article 4 of the Measures for the Administration of Internet Information Services

The State implements a licensing system for operational Internet information servicesA filing system shall be applied to non-commercial Internet information services, and no one shall engage in Internet information services without obtaining a permit or fulfilling the filing formalities.

Article 3 of the Measures for the Recordation Administration of Non-profit Internet Information Services (Order No.33 of the Former Ministry of Information Industry)

Intends to engage in non-commercial Internet information services, it shall go through the recordation formalities with the Provincial Communications Administration of its domicile.

Article 12 of Law of the People's Republic of China on the Promotion of Non-governmental Education

The establishment of non-state schools offering diploma education, early childhood education, self-taught examination and other cultural education shall be examined and approved by the educational administrative departments of the people's governments at or above the county level according to the limits of authority prescribed by the State The establishment of a privately-run school that conducts vocational qualification training and vocational skills training mainly based on vocational skills shall be examined and approved by the administrative department of human resources and social security of the people's government at or above the county level in accordance with the limits of authority prescribed by the state, and a copy thereof shall be sent to the administrative department of education at the same level for archival purposes.
