Article 7 of the Measures for the Administration of Certification Institutions

To establish a certification institution, it shall obtain the status of a legal person according to law, and shall not engage in certification activities within the scope of approval until it is approved by the CNCA. Without approval, no unit or individual may engage in certification activities.
