Notice of the Ministry of Public Security, the Ministry of Human Resources and Social Security and the State Administration for Industry and Commerce on Strengthening the Management of the Lockpicking Industry and Cracking Down on Crimes Committed by Using Lockpicking Technology

The administrative departments for industry and commerce shall strictly control registration, and shall not apply for business licenses for unlocking business units that do not meet the conditions for industrial and commercial registration. The public security agency shall establish a system of registration and record for the business unit and its employees who receive a business license according to law.
