Article 17 of the Interim Regulations on Express Delivery

To engage in express delivery business, it shall obtain a business license for express delivery according to law. The postal administration shall approve the business scope and geographical scope of the business license in accordance with the conditions and procedures stipulated in Articles 52 and 53 of the Postal Law of the People's Republic of China, publish to the public a list of enterprises that have obtained the business license of express delivery business and update it in a timely manner.

Article 18

Express business enterprises and their branches may be based on business needs to open express terminal outlets, and shall, within 20 days from the date of opening to the local postal administration for the record. Express terminal outlets do not need to apply for a business license.
