Article 12 of the Measures for the Administration of Auction

Where an enterprise or a branch applies for obtaining a permit to engage in the auction business, it shall first obtain the examination of the competent commerce department at the municipal level at the place where the enterprise or branch is located, report to the competent commerce department at the provincial level for approval and issue a certificate of approval for the auction business.

Measures for the Administration of Internet Information Services Article 3 Internet information services are divided into operational and non-operational categories. "Non-commercial Internet information services" refers to the service activities of providing free open and shared information to Internet users through the Internet.

Article 8To engage in non-commercial Internet information services, it shall go through the recordation formalities with the telecommunications administrative organ of the province, autonomous region or municipality directly under the Central Government or the competent information industry department of the State Council.
